Mr. Rasmussen clarified the recommendations made regarding the location of the urban growth <br />boundary line. He stated that he understood that the line would not be relocated or adjusted to allow for <br />additional homes, but rather would be clazified as to actual location. After a brief discussion, Mr. <br />Rasmussen clarified that the Commission's recommendation is that it has agreed to define the urban <br />growth boundary line, without changing it to allow for additional housing. <br />A motion was made by Commissioner Barker, seconded by Commissioner Dove, recommending <br />that the Commission support requests 1, 3, and 4 of the requests of the South Happy Valley Loop <br />area as clarified above, but to modify request no. 5 to include the AG friendly language, but not <br />deleting the word "permanent" as it relates to open space. <br />ROLL CALL VOTE: <br />AYES: Commissioners Barker, Dove, Kumaran, and Wright and Chair Cooper <br />NOES: None <br />ABSTAIN: None <br />ABSENT: None <br />The motion carried. <br />Mr. Rasmussen clarified the pazcels that this would include. It would includes lots 115 through 125. <br />With regard to the Spotorno property, Commissioner Wright suggested deleting Trail #7 as previously <br />recommended by the Pazks and Recreation Commission. With regazd to the density for the flat azea, he <br />agrees with the drawing presentation by Mr. Rasmussen this evening. He feels that it should have one <br />housing unit per each 1-1/2 acre. He also agrees to the 22 lots with the 5-acre provision for the open <br />space portion of it. He would also like for the three houses facing Alisal Street, as well as the others by <br />the Church property to be 1 1/2 acre sites with an FAR no greater than 25%. He feels that some of the <br />homes should be clustered and require a minimum of at least 100 feet between others. With that type of <br />wording, he would agree to the 22 lots. He would also consider atrade-off on the FAR if they included <br />single story homes. He also agreed to the request made by Mr. MacDonald at last week's meeting on <br />behalf of Mr. Spotorno to allow a family compound on a defined area of the north slope. <br />Commissioner Wright feels that all parties who would benefit from the bypass road should shaze a <br />pro-rata cost. He stated that the premise has been used that the Spotornos should pay for 100 percent of <br />the road basically because it's servicing their housing. However, he pointed out that there will be no <br />road to the golf course unless it goes through the Spotorno property and through the housing area. He <br />commented that the Commission addressed the same issues with Greenbriaz. He feels the Spotornos <br />have valid arguments relating to the traffic study, since the golf course has a much larger percentage of <br />traffic than the development. He feels strongly that apro-rata share is the right thing to do with the <br />bypass road, rather than allocating 100% of the cost to the Spotorno developers. <br />Commissioner Bazker agreed to delete Trail #7. She does not support 22 homes on 32 acres because this <br />is more than the one unit per two-acre zoning. She supports the two-acre zoning without the five-acre <br />open space dedication. If that is not supported ,then she would like to see concessions on the FAR with <br />Planning Commission Page 11 April 29, 1998 <br />
