Commissioner Kumazan thanked Mr. Rasmussen for the tour of the area on Monday and for the <br />comprehensive slide show presentation. <br />Commissioner Barker asked whether there needs to be a majority vote of the citizen in order to allow <br />-- annexation. Ms. Seto agreed to research the matter and provide a response at the next meeting. She also <br />agreed to provide the Commission with information outlining the LAFCO process. <br />Commissioner Kumaran asked what would need to be done following approval from LAFCO. Ms. Seto <br />stated that the application would then be sent to Sacramento for review and approval. <br />PUBLIC HEARING WAS OPENED <br />Gwen Locke, 982 Sycamore Road, identified her property on an illustration of the North Sycamore <br />Specific Plan area and pointed out the private driveway for her property and her neighbor's. She stated <br />that the proposed "East West Collector Road" goes right through the private driveway. In addition, she <br />stated that the design guidelines require the roads to be built according to country road standards and the <br />proposed road does not appear to be a country road. It would, therefore, not be in compliance with the <br />guidelines. She also expressed concern with the length of construction, noting that every time <br />construction occurs in her neighborhood, her tires are ruined and have to be replaced. She suggested <br />relocating the "East/West Collector Road" on the other side of the properties rather than intersecting <br />with her private driveway. She stated that the proposed road affects her and her way of life in a major <br />way, and asked the Commission to give consideration to her plight. <br />Mr. Rasmussen stated that staff estimates construction could start in the North Sycamore Specific Plan <br />area in approximately one yeaz. <br />Mr. Higdon pointed out that the road Ms. Locke is referring to is part of the North Sycamore Specific <br />Plan and is not a part of the proposed Happy Valley Specific Plan azea. <br />Commissioner Barker asked that since the area is going to be so heavily impacted by construction would <br />Mr. Rasmussen investigate what other cities have done to provide mitigation for ruined tires, broken <br />windshields, etc. She suggested that before construction even begins that the City set up a "hotline" <br />specifically for people in the area to call with concerns relating to construction. Mr. Rasmussen agreed <br />to look into the suggestion and bring his findings to the next meeting. <br />Bill Howell, 6651 Alisal Street, suggested relocating the proposed Alisal StreetrHappy Valley Road <br />pedestrian path to the outside of the loop. He feels that it will impact a much lazger percentage of homes <br />if it's on the inside because of mailboxes, trees, and driveways. He stated that he will conduct a survey <br />by next week of the number of structures that would be impacted with the path on the inside of the loop <br />versus the outside. He also suggested that the Commission consider a painted crosswalk on Alisal <br />Street. <br />He expressed his strong desire for the rural appearance of the area to be maintained. He further stated <br />that if the sewer lines were put in the inside area of the street and the water lines on the outside, there <br />would be no need to tear up the streets and, therefore, there would be no impact on the residents of <br />Alisal Street. <br />Planning Commission Page 12 April 22, 1998 <br />
