With regard to the Zone 7 water supply to the golf course, he stated that if it produces significant <br />volumes of water, it could have an impact on areas down stream. He also stated that he hopes the City is <br />not planning on using ground water to support the golf course. <br />-- Mr. Howell further reported that each time he observes a WHEELS bus in his neighborhood, it is <br />empty. He suggested that the City consider using vans, although he wants to avoid all cultural impacts <br />in his area and does not want to see unnecessary buses. <br />He also stated that in reviewing the drafr EIR, he was surprised to see his name mentioned in it. He <br />stated that although he is a geologist, he is not an expert on the Verona Fault. He distributed a map to <br />the Commission which in 1958 shows the fault on the west side of the valley and in 1977 on the east <br />side of the valley. He personally thinks it's in both locations, but acknowledged that its inconclusive as <br />to where it is located and whether it is active. <br />Finally, Mr. Howell stated that Janet Linfoot could not stay at the meeting and asked that Mr. Howell to <br />express her concern for the tiger salamander. <br />Commissioner Dove asked whether it makes a difference on Alisal Street where the path is located, and <br />Mr. Rasmussen stated that staff suggested placing it on the inside so pedestrians will not have to cross <br />the street, and because there are fewer obstructions than on the opposite site. <br />Tom Smith, 1070 Happy Valley Road, feels there is not enough room for a path on Alisal Street. He <br />stated that he is very happy about the golf course and feels everyone involved is doing a fine job, <br />especially Wayne Rasmussen. He expressed disappointment over the Christesen situation and felt that <br />area would have been one of the best parts of the golf course. In addition, he stated that he is opposed to <br />straightening Happy Valley Road near lot 57 because he feels it would encourage people to drive faster. <br />Finally, he stated that he fully supports Bill Wentworth's letter relating to the inside part of the trail. <br />Bud Barlow, 6723 Alisal Street, noted that he read the plan and submitted written comments to Mr. <br />Rasmussen. He stated that he is not in favor of any road changes. He also expressed concern with water <br />quality and quantity, stressing that it must be preserved. He reported that he is living on an inside <br />property and it would be very expensive to get water to his property. He wants to remain on well water <br />and wants to make sure the quality stays the same. <br />Mr. Barlow also expressed concern that if the annexation were approved, the residents would be subject <br />to City laws and would result in an impact on their rural way of life, such as riding horses. If that's the <br />case, he suggested that some changes be made in current City ordinances in order to preserve his rural <br />way of life. He asked the Commissioners to imagine that they lived in the Happy Valley loop and think <br />about the changes to their lives they would have to endure. Although he supports the golf course <br />concept, he wonders whether there is any advantage in the annexation. <br />Peter MacDonald, 400 Main Street, Suite 200, represented the owners of the Spotorno property. He <br />thanked and congratulated Mr. Rasmussen for his considerable work on the project. He also <br />commended the residents and property owners of Happy Valley who have had the stamina to continue in <br />this process since 1982. <br />_ Mr. MacDonald referred the Commission to Alex Spotomo's letter dated April 22, 1998 and directed <br />their attention to the Trail Plan on page 55 of the Happy Valley Specific Plan.
