permitted public weekend parking. He further stated that he will support the lower parking requirement <br />and will agree to the deferred in-lieu fees until the parking situation is resolved. <br />Commissioner Wright stated that he is in favor of the deferred parking fees because he does not want to <br />change the code. He also pointed out that a part of the condition relating to the parking was predicated <br />on the City Council reviewing the parking code. He agrees that the applicant should be given some sort <br />of credit since they were prevented by the City to have any on-street parking. He asked Mr. Iserson for <br />suggestions on how the condition could be modified. Mr. Iserson stated that the condition, as written, <br />simply states that the applicant should continue to pursue additional parking options. He suggested that <br />the Planning Commission be more specific. Commissioner Barker suggested modifying the condition in <br />away that would allow the applicant to have on-street parking. Mr. Iserson felt that would be difficult <br />because staff has tried very hard to do that and it all boils down to what is realistic from a traffic point of <br />view. Mr. Higdon offered to review the situation with Mr. van Gelder again. <br />A motion was made by Commissioner Barker, seconded by Commissioner Wright, recommending <br />that the Commission recommend approval of the draft Negative Declaration, making the finding <br />that the project has a de minimis impact on the site's wildlife, and recommending approval of <br />RZ-98-O1/Z-98-19, subject to the Conditions listed in Exhibit "B", except with the following <br />modifications: <br />1. That on-street parking be reconsidered for the project; <br />2. Condition 9 -all wording after Exhibit "A" shall be <br />deleted; <br />3. The applicant shall be allowed to work with staff on the redesign of the windows. <br />ROLL CALL VOTE <br />AYES: Commissioners Barker, Dove, Kumaran, and Wright, and Chair Cooper <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br />Resolution No. PC-98-25 was entered recommending approval of the draft Negative Declaration <br />for Case RZ-98-O1/Z-98-19, as motioned. <br />Resolution No. PC-98-26 was entered and adopted recommending approval of RZ-98-O1/Z-98-19, <br />as motioned. <br />7. MATTERS INITIATED BY COMMISSION MEMBERS <br />Commissioner Barker noted for the record that she has been hearing complaints relating to the size of <br />compact parking stalls. She specifically stated that people are complaining that the stalls are so close, <br />that it's difficult to get in and out of their cars or to load and unload them.
