parking sites. Mr. Hounslow stated that they are anxious to get started on the project because they are <br />now in temporary quarters. <br />Mr. Hirst introduced Bob Philcox, 2411 Crestline Road, a former mayor of Pleasanton. Mr. Philcox <br />stated that the bank is happy to have the opportunity to be in Downtown Pleasanton. He stated that he <br />came to Pleasanton in 1954 when the population was only 3,000. He described the growth in the local <br />banking business since that time. He also described the history of Mt. Diablo Bank, noting that he feels <br />Pleasanton is a dynamic and economically-viable community that is in need of independent banking. <br />Mr. Philcox further pointed out that they are presenting a beautiful new building at a site that is now an <br />eyesore. He feels it will also enhance the southerly entrance into the Downtown area. He asked the <br />Planning Commission for its assistance in getting the project approved and off the ground as soon as <br />possible. <br />PUBLIC HEARING WAS CLOSED <br />Commissioner Dove stated that when the Coffee Roast Express was approved, there was a concern at <br />that time in terms of adequate parking. He also learned earlier this week that there are plans for a new <br />hotel in the area which will also require additional parking. He, therefore, encouraged the bank to <br />continue in their efforts to get additional parking. He feels the bank will make the entrance to <br />Downtown Pleasanton much more attractive, and he supports the application. <br />Commissioner Wright stated that the architect has done a fine job, although he prefers the arched <br />windows. He agrees with staffs suggestion to lighten the shade and with their recommendation for the <br />signage. In addition, he agrees with the applicant regarding the deferred in-lieu parking agreement <br />rather than changing the code while they are pursuing additional parking. He stated that he is very much <br />in favor of the project. <br />Commissioner Barker agreed with Commissioner Wright and feels the City should also ask to use their <br />parking lot for public parking on the weekends. She feels it is a very nicely-designed project, and stated <br />that she favors the original arched windows, but will agree to the design modification. In addition, she <br />wants to pursue on-street parking, even if it is only on a temporary basis. With regard to the fence, she <br />agrees the property behind the proposed site is ugly and will support either the three-foot or the six-foot <br />fence. <br />Commissioner Kumaran feels that the project is attractively designed, and he welcomed Mt. Diablo <br />National Bank to the city. He stated that he supports the applicants proposal for asix-foot fence, <br />especially for security reasons. He expressed concern with the parking and feels that anything that can <br />be done to alleviate the parking situation would be worthwhile. In addition, he feels that the <br />Commission should recommend deferment of the in-lieu parking fees as proposed by the applicant. He <br />also suggested that the parking code for banks be re-evaluated since it appears to be outdated. <br />Chair Cooper stated that he is impressed with the architecture and the design. He feels the bank will be <br />a very attractive addition to the Downtown area. He agrees with the applicant's proposal for asix-foot <br />fence. He also stated that it would be a real asset if the bank parking lot was available for weekend <br />public parking.
