UP-97-75, Carden West School <br />Application for conditional use permit approval to: (1) expand Carden West School into 4466 <br />Black Avenue by adding two, ten student classrooms in Suite L; and (2) increase the number of <br />students at the school from 95 to 130 students. Zoning for 4466 Black Avenue is O (Office) <br />District.. <br />Jerry Iserson presented the staff report and provided a history of the application. He noted that since the <br />applicant has been unable to locate an alternative affordable site, it has initiated this application. <br />Mr. Iserson described the current location and proposed expansion. He also detailed the hours of <br />operation, noting that before and after-school care is available at the school. He further described the <br />access to the proposed classrooms and stated that since the students will be required to cross a driveway <br />to reach the classrooms, they will always be accompanied by an adult. <br />Mr. Iserson stated that staff was initially hesitant in supporting this application because the proposed <br />additional classrooms are physically separate from the main school building and because their proposed <br />location in the office building was not designed to accommodate classrooms. However, staff feels that <br />with the appropriate conditions, the classrooms would be acceptable as an interim solution for the <br />school. Therefore, staff has recommended that the use permit for the classrooms and increase in student <br />capacity expire when the conditional use permit for two modulazs expire on August 31, 1999. The <br />applicant has agreed to this condition. <br />Mr. Iserson further reported that five additional pazking spaces will be added to the existing 54 spaces. <br />Staff feels the available parking is adequate and, therefore, does not anticipate any problems with <br />pazking. In addition, Mr. Iserson stated that the noise levels have been evaluated, and staff has <br />recommended conditions for approval in order to avoid any negative impacts on the surrounding <br />neighbors. He also noted that staff expressed concern with the drop off/pick up locations and has, <br />therefore, included conditions of approval to address these concerns. <br />Planning Commission Page 2 March 25, 1998 <br />
