Staff expressed additional concern with circulating the children between the two buildings and <br />recommended that the applicant include a painted crosswalk and a sign identifying the crosswalk. The <br />applicant has also agreed to this condition. <br />Mr. Iserson also described the conditions of approval based upon the building improvements required by <br />the Building Department. He noted that the applicant is awaze of and agrees with the conditions of <br />approval relating to building improvements. <br />In summary, Mr. Iserson related that staff feels the proposed classrooms are appropriate as a short-term <br />solution and recommends approval, subject to the conditions identified in "Exhibit B". <br />PUBLIC HEARING WAS OPENED <br />Gail Stimpson, 4444 Black Avenue, principal of Cazden West School, represented the applicant. She <br />stated that she agrees with the conditions of approval. In response to a question by Commissioner <br />Bazker relating to restrooms, Ms. Stimpson stated that the conditions of approval require two men's and <br />two women's restrooms. <br />Chair Cooper pointed out that the current conditional use permit will expire next year and asked what <br />plans the school has for a future, permanent location. Ms. Stimpson responded that the school's <br />consultant is seazching for an alternative permanent site but that cost remains a major issue. Chair <br />Cooper advised her that an extension of the current conditional use permit could be considered if a <br />permanent site is not secured by the expiration date. Mr. Iserson commented that the church is <br />anticipating some future improvements which would increase the capacity, and it may have some <br />additional space to offer the school. <br />PUBLIC HEARING WAS CLOSED <br />Chair Cooper commented that he likes the idea of having alternative school available and hopes the <br />school is able to find a permanent site in the area. <br />A motion was made by Commissioner Kumaran, seconded by Commissioner Wright, <br />recommending approval of UP-97-75, subject to the conditions listed in Exhibit "B." <br />ROLL CALL VOTE <br />AYES: Commissioners Barker, Dove, Kumazan, and Wright, and Chair Cooper <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br />Resolution No. PC-98-16 was entered and adopted as motioned. <br />b. Z-98-35, Hatsushi and Harlan <br />Applicant to construct four duplex units (two units in each building). Each unit would measure <br />2,000 square feet in area and would be comprised of two stories. The project is located at 228 <br />Kottinger Drive.
