Stoneridge Drive east connection to El Charro should be maintained. She noted that the "traffic report"
states that ultimately, when the El Charro extension to Stanley Boulevard is available it will help to
reduce the cut-through traffic on Santa Rita Road. Ms. Symcox stated that she would like to stay with
that plan. She noted that her issue has nothing to do with development, but if a committee is going to be
created it should be an east side committee, for the azea east of Santa Rita Road and north of Valley
Avenue, and that the committee should be composed of neighborhood seats, with only one "at-large"
representative. She commented that the people most impacted should be a part of this committee, and
that representation should be proportional based on units within named azeas. She stated that she would
like to see the Stoneridge Drive Specific Plan azea excluded from the study, but if it is in the study,
neighborhoods along Valley need to be represented.
Steve McKinley, 1608 Martin Avenue, stated that he feels the General Plan elements referenced on page
5 of the staff report are satisfactory. He noted that he realizes there will be more changes that will take
place, but that neighbors should be able to build. He noted his support of the plan.
Pam Albert, 1847 Harms Drive, stated that she is a satisfied customer. She feels that the City has done
an outstanding job planning the growth of the City. She asked what the objective would be to take on a
new study at this time. She noted that the General Plan has been updated in the last three years. She
stated that when she bought in Danbury Park she knew Stoneridge Drive was going to be connected.
She feels the azea has been well planned. She is not sure what a planning study would do for the gravel
area, as there aze no plans for development for a long time. She believes that light industrial areas that
aze currently designated as such in the General Plan represent existing development patterns and that she
does not feel it is appropriate to change that light industrial designation. She stated that she doesn't see
what could be accomplished by a study, but if a study is done, the extension of Stoneridge Drive should
be maintained, noting that traffic is not going to go away and will only be exacerbated in the future by
blocking Stoneridge Drive.
Al Wiemken, P.O. Box 969, stated that he has been a resident for over 40 years. He fought to get the
Mohr/Martin azea planned through compromise and open hearings. He stated that he worked hard to
keep low density for this area. He feels that developers and landowners should have voting rights on the
committee. He stated that he is pleased to heaz people say that they are not concerned with the
development of small parcels. He reiterated that if there is a study the developers should be a part of the
study. He commented that it needs to be realized that the City was built by compromise.
Pat Freitas, 3037 Staples Ranch Drive, stated that she is frustrated because she feels the community is
divided in many ways. She noted that she feels the unspoken message is that anyone with less than 25
years here may have a feeling or opinion that is less important. She stated that her family is being raised
now and they will be affected by decisions being made today. She believes that residents should be
represented on any committee. She noted her opposition to low-income housing units, stating that she is
not in favor of "apartments." She said that she does not have a problem with the duet-type of units that
Kaufman and Broad build in the California Somerset project. She stated that she feels her neighborhood
should be restudied if the plans that were here last fall aze to go ahead, but she imagines they are
different with the DeSilva Group as the developer.
Commissioner Wright noted that "affordable" housing is not "low-income" housing, and that the units
-- sold as "affordable" are the same type of units that aze offered for mazket price. Ms. Freitas stated that
she does not want to see "apartments" along the freeway.
Planning Commission Minutes Page 9 March 24, 1998
