towazd residents, and he does not support having property owners of industrial property excluded. The
committee content should be on a volunteer basis. If there is anover-flooding of people who wish to
serve on the committee, Mr. Pugh stated that those in the most affected areas should dominate. Mr.
Pugh also suggested that consultation work be placed on the WEB site.
Cazole Varela, 3858 Mohr Avenue, stated that the General Plan did not have a facilitator and that
worked well, except that she is not happy with the outcome. She noted that she lives in the area, and
would like to be on the committee. She commented that the Ad Hoc Committee was composed of more
than 80% neighbors and she feels it failed miserably. She noted that the referendum shows that they
were in disagreement with he Ad Hoc Committee's recommendation as well as the City. She stated that
those she has spoken to who are familiar with having a facilitator from the City or paid consultants have
not been satisfied because the feeling is that the residents have lost the trust in the system. She noted
that the application process should be used to form the committee. She stated that the Busch property,
Staples Ranch property, and potential traffic issues need to be reviewed in the study. She noted that
Kaiser is not interested in development, but the 1996 General Plan cleazly shows this property as light
industrial, with the chain of lakes, and a park. She commented that if there is potential for development
of this area it needs to be in the study. She doesn't want the committee to be weighted 80%
residents/20% special interest. A different method that will give satisfaction to the residents is needed.
She voiced support for the proposal made by Stan Erickson this evening. (A copy of Ms. Varela's
comments made at the Apri18, 1998 Planning Commission meeting regarding these minutes is
attached.)
Tom Gill, 4550 Muirwood Drive, stated that the issue comes down to customer satisfaction. He feels a
large percentage of City residents are not satisfied customers. He commented that the mind set of all
-' stakeholders within Pleasanton is changing, and that the amount of developable land is shrinking. He
noted that residents are seeing the effects of the growth, the overcrowded schools, and the development
that is going to go in which will affect their properties. He noted that he supports Stan Erickson's
proposal and that the study should be a change and review of the General Plan.
Susan Horne, 2569 Wilde Avenue, stated that she hopes that the study that is proposed would take into
consideration the unsafe, low-flying aircraft over the area. She stated that she is puzzled that Mohr
Elementary School was built in the take-off and landing path of aircraft using the Livermore Airport.
She hopes that whatever is proposed will not be adversely affected by these low- flying aircrafrs.
Judy Symcox, 1450 Groth, stated that she lives in Danbury Pazk. She noted that her interest is that
section of Valley Avenue between Busch Road and Santa Rita Road. She stated that when she moved to
Pleasanton 24 yeazs ago, she knew there would be an eastern cut-through plan. But when she purchased
her home in Danbury Park 13 years ago she didn't know Valley would be going through and would be
the only eastern connection. She stated that the way the General Plan is now, Stoneridge is suppose to
go east. She cited several sections of the "Arterial Cut-Through Traffic Study." She commented that the
study states that traffic projections indicate that at build-out about 26,000 vehicles per day will use
Stoneridge Drive. She noted that currently this is the traffic volume on Valley Avenue east of Santa Rita
Road, and that this is the azea where students cross to get to Alisal School. She noted that the "Study"
also states that the Stoneridge Drive extension to and east of El Charro appeazs to be beneficial to the
transportation network in Pleasanton. Ms. Symcox stated that her concern is circulation, and the
- extension of Stoneridge Drive is needed to avoid bottleneck traffic, noting that we currently have a very
primitive road design. She stated that if there is going to be a study the traffic plan including the
Planning Commission Minutes Page 8 March 24, 1998
