Commissioner Bazker stated that she would like to see the DeSilva Group hold a neighborhood meeting <br />concerning its plan. Mr. Swift noted that the plan the speaker is talking about is the plan that went to <br />City Council, at which time Council asked for further review of the traffic issues. He noted that any <br />revised plan would have to come back before the Planning Commission before going to Council. <br />David Fiala, 1947 Rheem Drive, stated that he believes a study is warranted because things have <br />changed and previous studies are suspect. He noted that there is support for a study as demonstrated by <br />the referendum. He stated that he is satisfied, but feels if the general public is not happy, another study <br />is needed. He feels that neighborhood representation is a good idea, but there should be a way for <br />neighbors in an azea to show their support for "their" representative. He stated that he does not feel <br />developers should be left out and that they should not be devoid of a vote. He stated that there should be <br />caution that the City's affordable housing units aze maintained as affordable units when resold. Mr. <br />Swift noted that there are resale controls on all of the affordable units. Mr. Fiala said he would like to <br />see more greenbelt areas, and that he likes the idea of getting the County to donate pazk property or <br />purchasing the property with a bond. <br />Kevin Best, 3300 Wooden Valley, Napa, represented the Best property on Boulder Street. He noted that <br />he is sorry to hear all of the dismay over Valley Avenue, in that his company has paid and continues to <br />pay for the Valley Avenue underpass. He is opposed to Boulder Street being included in the study area. <br />He feels that a specific plan level study should be done. As a stakeholder, he would be willing to serve <br />on any study group. <br />THE PUBLIC HEARING WAS CLOSED <br />Commissioner Bazker stated that the Commission is here this evening listening to the item because of <br />the referendum. She noted that it is important to announce that when it was obvious that there was <br />going to be a referendum on the Busch property, her choice was not only to do a referendum, but to also <br />do an initiative that would state what was acceptable. She stated that because the referendum was Forced <br />during the Holidays because of a special meeting of the City Council, the initiative was not possible. <br />She thinks the east side study says to the developers in the area, and the residents, let's all sit down and <br />decide what is best for the Pleasanton. She noted that the referendum was a community effort, and the <br />community should have some response in return, not just that nothing will happen for a year. She stated <br />that things have changed since the General Plan update. She noted that when the General Plan was <br />being studied, Mohr School was going to be the savior for all of Pleasanton. She advised that Mohr <br />School is now full, and all of the other schools are now full, and students are being housed in portables. <br />She commented that the school situation has change dramatical-y. She stated that the development of <br />San Francisco property will bring an additional school, and 1,500 additional students. She believes the <br />school issue alone is a reason to do an east side study. <br />Commissioner Barker commented on the points brought up by Mr. Garnett, noting that residents want a <br />pazk, but she doesn't expect the County to give the City any land. She felt the $1.5 million given back to <br />Signature/Jack Nicklaus was awful, as this was the City's pazk money. She commented that the City had <br />a chance to build a park in the Hacienda Business Park and that thirty-three acres was offered to the City <br />for the cost of the taxes and the bonds, and the City turned it down.
