and feels that it could create some circulation and parking problems. He commented that the <br />size of the stalls and the back-up dimension do not meet City standazds. Staff feels that the <br />configuration could be adjusted in order to make the spaces and aisles conform to City standards. <br />He stated that staff will continue working with ACE staff until this issue is resolved. Also, at <br />this time, there will be no pazking fees, and staff has included this as a condition. Mr. Iserson <br />stated that since this is a temporary parking lot, the design does not include any landscaping. He <br />stated that while staff understands this is a temporary parking lot, they feel that if the issue is not <br />addressed now, it could prevent any landscaping in the future. Therefore, staff recommends that <br />some trees be planted, but not less than the normal standards. <br />In addition, Mr. Iserson reported that since the ACE project is a "demonstration" project, a study <br />should be done to determine a permanent location. Although ACE feels that this is probably the <br />best location, based on an initial study they have performed, staff thinks that further alternatives <br />should be explored. <br />Mr. Iserson further reported that two noise analyses were done, and they concluded that the <br />increase in noise levels due to the station would not be noticeable. He also commented that <br />even if there were no station in Pleasanton, trains would travel through anyway. However, he <br />acknowledged that if this became a permanent station, traffic from cars and trains could increase <br />and that would require a further review of the noise. <br />The proposed lighting was described, and Mr. Iserson noted that the proposed height of 32 feet is <br />ten feet taller than the normal light standards. Staff has, therefore, included a condition that the <br />lights conform to normal standards and that the applicant submit a final lighting plan to the City <br />for review and approval. <br />In addition, Mr. Iserson stated that since the site is within the City limits, the City's police and <br />fire departments would respond to emergency situations at the site. He also reported that for <br />security reasons staff has included a condition requiring the security fence to extend the entire <br />length of the parking lot from West Angela Street to the Bernal Avenue right-of--way. <br />In summary, staff feels that the site is adequately designed for an interim station and <br />recommends approval subject to the conditions listed in Exhibit "B". <br />Commissioner Kumazan commented that he feels eastbound traffic on Bernal Avenue making a <br />left turn on Pleasanton Avenue creates an unsafe condition, and he asked what, if anything, will <br />be done to mitigate the situation. Mr. Higdon stated that staff has recommended monitoring all <br />traffic situations initially and, in this instance, could recommend a traffic signal if a problem was <br />identified. He feels that making that decision prior to any traffic review would be premature. <br />Commissioner Kumaran also asked why so many pazking spaces aze being created, and Mr. <br />Iserson answered that some would be used for fairgrounds activities and may also be needed if <br />Planning Commission Page 12 March 11, 1998 <br />
