the site becomes a permanent station. He also feels that it mitigates any parking on the <br />neighborhood streets. Commission Kumaran recommended, and Chair Cooper agreed, that <br />Condition 3 should include language which would require the applicant to consider other sites <br />for a permanent station. <br />PUBLIC HEARING WAS OPENED <br />Harry Montgomery represented the applicant, San Joaquin Regional Rail Commission. He <br />introduced Ms. Jacque Schoenecker, a Planner for the Rail Commission. He noted that Alameda <br />County has contributed an additional $1.6M for the three stations, and they will try to use some <br />of that funding for closed-circuit television to monitor activity at the stations, as requested by the <br />Police Department. <br />He described the conditions that he would like to have modified: <br />Condition 3 -The ACE Board would like for the first study to occur after 90 days, rather than <br />30. Thereafter, they will agree to "frequent" studies. <br />Condition 4 - He would like clarification that the parking lot operational plan will be for the train <br />station only and not the fairgrounds. <br />Condition 7 - He stated that, at this time, there is no funding available for landscaping. He, <br />therefore, offered to enter into a deferred agreement that in five years they will meet the City's <br />landscaping requirements if this location will be permanent. <br />Condition 10 - He stated that the 32-foot lights are standard at all of their stations, and he <br />requests permission to use that height. <br />Condition 11 - He noted for the record that Alameda County will maintain the trash receptacles. <br />Condition 35 - He would like to have this condition deleted, noting that Alameda County is <br />responsible for maintaining the storm drain inlets on the fairgrounds. <br />Mr. Montgomery reported that since each train will stop for only 30 to 60 seconds and the trains <br />are diesel electric, there will be minimal environmental impact. He also stated that handicapped <br />ramps will be installed. <br />In response to a question from Commissioner Barker, it was noted that the train consists of 4 <br />cars and each car holds 140 persons. <br />Planning Commission Page 13 March 11, 1998 <br />
