With regard to parking spaces, Mr. Iserson stated that 321 spaces have been proposed, which exceeds <br />the amount of spaces required by the Hacienda guidelines. <br />Mr. Iserson further reported that although staff is pleased with the architectural design, there was some <br />concern with the way Phase 5 was completed. Staff felt that the spacing between the two buildings was <br />not handled in the best way, and they have, therefore, requested that the applicant address that concern. <br />The applicant has complied and agreed to plant some additional trees in that area. Also, their azchitect is <br />working with staff in an attempt to further embellish that azea by screening the interior vehicular <br />courtyard from Hopyazd Road, by adding a trellis or similar feature. In addition, staff raised some <br />concerns with the shrubs and ground cover proposed for the landscape plan. The applicant has further <br />agreed to comply with staffs requests which have been added as a condition for approval. <br />It was also stated by Mr. Iserson that the applicant has agreed to add public art to the project, and a <br />condition of approval has been included to address that issue. <br />Finally, Mr. Iserson reported that staff feels the project is well designed and meets the Hacienda Design <br />Guidelines. It has also been approved by the Hacienda Owner's Association, and staff is recommending <br />approval subject to the conditions outlined in the staff report. <br />A brief question and answer discussion followed relating to various portions of the application. <br />PUBLIC HEARING WAS OPENED <br />Ed Choi, the architect for the project, addressed the Commission. He stated that he agrees with the staff <br />report and conditions for approval. He also stated that he intends to meet with staff in order to resolve <br />their concern relating to the space between the buildings constructed under Phase V. In addition, he <br />stated that the owners of the property will meet with the Civic Arts Commission regarding public art <br />work for the project. <br />PUBLIC HEARING WAS CLOSED <br />Chair Cooper expressed his thanks to the applicant for providing public art. <br />Commissioner Kumazan commented that since the property is on a very visible site, it is of great value <br />for it to look attractive. He is pleased with and supports the project. Commissioner Barker shared the <br />same opinion, adding that she is glad that staff addressed the comments concerning this project made at <br />the joint Planning Commisison/City Council Workshop. She feels that the trellis will help. <br />A motion was made by Commissioner Barker, seconded by Commissioner Wright, recommending <br />approval of PUD-81-30-74D, subject to the conditions listed in Exhibit "B". <br />Planning Commission Page 3 February 11, 1998 <br />
