<br />Scope of <br />Services recycling as a byproduct of the service they provide. R3 will <br /> prioritize the companies based on size and ease of obtaining <br /> information, and then contact them to identify their diversion <br /> tonnages. These types of companies may include: <br /> ^ Confidential document destruction companies; <br /> ^ Restaurants; <br /> ^ Food banks; <br /> ^ Manufacturers; <br /> ^ "Big Box" stores; <br /> ^ Renderinghallowcnmpanies; <br /> ^ Construction companies; <br /> ^ Concrete/asphalt companies; <br /> ^ Tire companies; <br /> ^ Agricultural operations; and <br /> ^ Landscape contractors. <br /> Restricted and Special Wastes. R3 will work with the City and <br /> the CIWMB to determine the amount, if any, of restricted and/or <br /> special wastes that can be included in the base year study. <br /> Restricted waste will include, for example, scrap metals, <br /> agricultural wastes, and sludge. <br /> Should sludge be identified as a waste type that might quality for <br /> diversion, R3 will review Public Resources Code Section 41781.1, <br /> and 14 California Code of Regulations Section 18775.2 to <br /> determine if the conditions for counting the diversion of sludge <br /> would apply. R3 will also review the CIWMB's publication, <br /> "Sludge and Diversion Goal Measurement" (Waste <br /> Characterization and Analysis Branch Fact Sheet 13), which <br /> provides further guidance for counting sludge diversion. R3 will <br /> then notify the City if they feel a written request should be <br /> submitted to the CW1MB for counting sludge. <br /> On-Site Waste Assessments <br /> R3 will work with City staff and PGS to identify ten (10) local <br /> facilities or businesses for on-site waste assessments. If the City <br /> wishes, R3 will recommend a list of businesses based on our waste <br /> assessment experience to maximize the diversion tonnage credit. <br /> The primary objective of the on-site waste assessments is to <br /> comprehensively identify the total amount of source reduction and <br /> recycling currently occurring at the assessed businesses. <br /> This task will include coordinating with each of the businesses to <br /> schedule the assessments, and conducting the assessments using <br />~~ R3 staff. <br />Page 6 <br />
