We Services <br />will summarize what data are available and request assistance from <br />CIWMB and City staff to develop an appropriate allocation <br />methodology. <br />Public Agency Programs. Depending on the level and available <br />documentation of the source reduction practices, estimated tons <br />diverted through source reduction will be quantified. For example, <br />if double-sided copying is generally practiced, the tonnage diverted <br />will be estimated by identifying the tonnage of paper purchased <br />and the amount that would have been used if this practice were not <br />in place. <br />Task 6: Recyclers/Materials Handlers <br />Department of Conservation Certified Convenience Centers. <br />R3 will obtain California redemption materials tonnage data for <br />materials diverted by each certified convenience center operating <br />in the City. <br />Drop-Off/Buyback Centers. R3 will contact drop-off and <br />buyback centers to obtain 2004 non-redemption materials <br />diversion tonnages from these companies. It should be noted, <br />however, that it is sometimes difficult to get this information, <br />which is often considered proprietary, from these kinds of <br />businesses. If any difficulty in obtaining information is <br />encountered, R3 will immediately notify the City so a formal <br />request on City letterhead can be prepared. <br />Transformation Facilities. R3 will collect materials used at <br />permitted transformation facilities that accept materials generated <br />in the City. <br />Biomass Facilities. The City must report biomass diversion credit <br />in the 2004 Annual Report if biomass will be reported in the New <br />Base Year project. The City cannot claim both transfornation and <br />biomass credit, and if both are applicable R3 will advise on which <br />approach results in higher diversion. <br />Alternative Daily Cover. R3 will evaluate if the use of atemative <br />daily cover (ADC) can be claimed by the City, as described in <br />PRC Sec. 41781.3. The use of solid waste for beneficial reuse in <br />the construction and operation of a solid waste landfill, including <br />use of ADC, which reduces or eliminates the amount of solid waste <br />being disposed pursuant to Section 40124, shall constitute <br />diversion through recycling and shall not be considered disposal. <br />Should ADC tons qualify, R3 will document that diversion and <br />notify the City of the option to request the diversion credit. <br /> <br />Other Materials Handlers.
