w •
Scope of
Services ~ will work with City staff, PGS and the local business
community to collect and analyze commercial diversion tonnages
from the following areas:
^ Commercial diversion from the materials recovery facility
operated by PGS;
• Commercial drop-off and buy-back recycling centers;
^ Recycling or waste reduction activities at large venues or
facilities, including the Hacienda Business Pazk and the local
retail district;
^ Recycling activities from local restaurants, including
composting programs, grease and tallow collection, etc.
^ Materials collected in the Paper Gobbler program operated by
PGS.
Task 4: Public Agency Recycling
Public Works Projects. R3 will collect data obtained from
appropriate public agency staff to identify diverted materials in
2004. Potential examples include concrete and asphalt from road
construction and improvement projects, and organic materials from
landscaping, tree maintenance, parks and golf courses, etc.
R3 will contact the appropriate City or County. agencies, record the
diversion information, and verify other data sources to avoid
"double-counting" of diversion information. In the event that
actual tonnage records are not available, R3 will use the CIWMB
approved weight conversion factors to determine allowable
diversion amounts for these activities.
In-house Recycling Programs. R3 will also collect and quantify
available recycling tonnages from government sponsored in-house
recycling programs, schools, special events, and public recycling
receptacles. Specifically, R3 will work with the Alameda County
fairgrounds facility in Pleasanton to quantify various diversion
activities.
Task 5: Source Reduction
Grasscycling. Pazks and recreation areas, school sites, golf
courses, sports fields, and other grass-intensive settings are
appropriate facilities to document grasscycling programs. R3 will
collect available information on this activity and develop diversion
tonnages calculating the acreage mowed and the appropriate
conversion factors (7.6 tons per acre per year).
~~ Thrift Stores. R3 will contact the local and regional thrift store
operators and request any data related to tons of materials received
and sold. We expect that the operators may not have this type of
Page 4
