o Discuss expected air quality impacts arising dur- <br /> ing the construction process. Develop mitigation <br /> measures such as dust wetting, parking concepts <br /> for construction workers, etc. <br /> <br /> o Discuss expected regional and local air quality <br /> impacts of future traffic (one scenario) in terms <br /> of federal and state air quality standards. Par- <br /> ticularly discuss implication for carbon monoxide, <br /> hydrocarbons, particulates (including lead) and <br /> nitrogen oxides. Conduct modelling as necessary. <br /> <br />o Discuss the project in terms of consistency with <br /> the most recent Air Quality Plan. <br /> <br />o Address all aspects of the air quality and provide <br /> documentation required by the Federal Aid Highway <br /> Program Manual (FHPM, 7-7-9) and the BAAQMD Guide- <br /> lines for Air Quality Impact Analysis of Projects. <br /> <br />o Discuss air quality impacts to sensitive recep- <br /> tors. <br /> <br />o Conduct early consultation liaison with Caltrans <br /> regarding air quality impacts of the project as <br /> required by the Clean Air Act Amendments and FHWA. <br /> <br />o Develop air quality mitigation measures, if <br /> needed. <br /> <br />Community Noise <br /> <br />o Conduct noise measurements at up to 20 locations <br /> in the project area. Reduce to Leq dBA. Estimate <br /> peak hour Leq levels based upon traffic data (one <br /> scenario) supplied by the traffic analysis. <br /> <br />o Project ultimate operating noise levels in terms <br /> of peak hour Leq. <br /> <br />o Construct contour maps of noise for the present <br /> and one future year. Contours will be 5 dB incre- <br /> ments carried to a minimum of 55 dB. Future con- <br /> tour mapping will be conducted for one set of fu- <br /> ture traffic/geometric assumptions. <br /> <br />o Discuss noise impacts to sensitive receptors, es- <br /> pecially existing residential uses. The noise <br /> analysis will be performed pursuant to Part 7-7-3 <br /> of the Federal Aid Highway Program Manual. <br /> <br /> <br />
