Presentation of contributions by 2007-2008 Leadership Pleasanton Class Joyce Shapiro said that as coordinator of the Pleasanton Leadership Program along with Kate Fiore from the Chamber of Commerce, the Steering Committee and the Chamber of Commerce Foundation, they are constantly changing and updating this program to meet the needs of the community. She thanked the City for their support every year. Suzanne Young said this year's class provided a $400 scholarship to the program, and she presented to Access Community Health a check for $325 for the teen drug and alcohol abuse program. John Bruschette presented a $325 check to the Open Heart Kitchen, and David Stegman presented $150 check to the Pleasanton Cultural Arts Foundation for the purchase of a brick to act as a legacy for their class. 23. Public Comment Kathy Dowding spoke of regrets in the loss of innocent lives due to the Iraqi war, felt the City may be regretting it is taking no action to bring about an end to the war, and read into the record the names of 41 individuals out of the total of 4142 fatalities from the war. Darrell Walterson questioned if the Council was aware of the Old Stanley Boulevard reconstruction project slated for spring of next year. Old Stanley is one of the oldest streets in Pleasanton and has not had sidewalks for over 100 years. He said the City Public Works will have to excavate the street down to the original concrete road and rebuild it to bring it up to ADA standards. Plans are for sidewalks and ornate lamps but not to underground the utilities because all of that money was spent on First Street. He said not viable is having residents pay for the underground work, hoped the City would fund it, and suggested postponing the project until funding can be found. Vice Mayor Thorne explained the matter is not on the agenda, but it could be added if a Councilmember desires to add it. City Manager Fialho noted the project also includes landscaping along with sidewalks and resurfacing to make it consisted with the Downtown Specific Plan along the lines of First Street. The project description that City Council approved two years ago contemplated certain improvements but not undergrounding of the utilities, and this remains an option for the Council to consider when the project comes forward sometime this fall or early winter for award of the contract. He said if the Council wanted to take action at that time to initiate the undergrounding there would be a public discussion with the neighborhood. The First Street undergrounding was paid for by PG&E subvention money that had collected over the years and cost $1.5 to 2 million dollars. The cost also includes connection boxes for each house on the street. When this comes before the Council it can be included as an option and funding sources can also be identified. The capital improvement reserve is available, as well as other options. PUBLIC HEARINGS AND OTHER MATTERS 24.
