BACKGROUND <br />The City of Pleasanton requires all development to mitigate the traffic impacts <br />generated by the proposed projects. When the City receives a development proposal, <br />the development is checked to see if it matches the development size and type <br />identified in the General Plan and the Traffic Impact Fee Report. If the project matches, <br />a traffic impact analysis is not required. If the development significantly changes the <br />size or type of development from what is shown in the General Plan or the Traffic <br />Impact Fee Report, then the project developer is required to fund a traffic impact <br />analysis (TIA) to determine the change in impact to the circulation network and any <br />possible additional mitigation required. <br />The City of Pleasanton has used on call transportation consultants for the past 10 years <br />to conduct traffic modeling and complete TIA reports. The TIA is funded by the <br />developer, but the contract administration and project management is conducted by the <br />City of Pleasanton. This allows the City to work directly with the transportation <br />consultant to ensure that all of the elements of the TIA are addressed prior to the final <br />report. <br />The on call consultant has, in the past, been a single traffic consultant that maintained <br />the model and conducted all TIA reports. This approach, while good in prioritizing <br />model runs and TIA completion priorities, often created burdensome workloads and <br />extended TIA final report delivery times. This delay added significant amounts of time <br />to the developer project approval timeline. To remedy this delay, the City moved away <br />from the use of a single traffic consultant for TIA reports and has been advertising and <br />awarding each TIA independently. The independent advertisement and award creates <br />some delay in project completion, which will be eliminated with the on call consultant <br />services contracts. <br />DISCUSSION <br />The cost of a traffic impact analysis can range between $5,000 and $100,000 <br />depending on the size of the project, with most traffic impact analysis reports costing <br />around $30,000. Over the past 2 years the total contract amounts for on call <br />transportation consultant work averaged just above $400,000 per year. The majority of <br />this work was for the completion of TIA's and City-related on call transportation <br />consultant services. <br />The on call transportation consultant services contracts will allow for improved project <br />delivery time by eliminating the need to advertise and authorize each TIA. The <br />elimination of these steps could reduce the final report delivery time by up to two <br />months. This will allow developers to complete their development review in a more <br />timely fashion. <br />It is anticipated that a similar number of development projects will be brought to the City <br />of Pleasanton in the next several years. The approval of three on call consultants <br />allows for greater flexibility in meeting developer timelines and maintains the <br />Page 2 of 3 <br />
