11 <br />THE CITY OF <br />CITY COUNCIL AGENDA REPORT <br />j~L£~S~4NTONe <br />September 16, 2008 <br />Public Works Department <br />TITLE: APPROVAL OF CONSULTANT AGREEMENTS WITH HEXAGON <br />TRANSPORTATION CONSULTANTS, KIMLEY-HORN AND ASSOCIATES <br />AND FEHR & PEERS IN THE NOT-TO-EXCEED AMOUNTS OF $200,000 <br />(EACH) FOR ON CALL TRANSPORTATION CONSULTANT SERVICES <br />SUMMARY <br />The City of Pleasanton requires new development to mitigate traffic impacts generated <br />by their projects. Any development that is different from the assumptions used to <br />develop the Traffic Development Impact Fee is required to fund a traffic impact analysis <br />(TIA) to determine the development's impact on the network. The analysis is managed <br />by City staff. The on call transportation consultant services contracts will allow for a <br />more efficient project completion by eliminating the need to advertise the TIA project <br />and seek individual contract approval. Each consultant contract will be in the not-to- <br />exceed amount of $200,000. The majority of this contract work will be paid for by the <br />developers. <br />RECOMMENDATION <br />Approve the agreements with Hexagon, Kimley-Horn and Associates and Fehr & <br />Peers for on call transportation consultant services in the not-to-exceed amounts <br />of $200,000. <br />2. Authorize the City Manager to execute the attached contracts. <br />FINANCIAL STATEMENT <br />The on call transportation consultant services agreements will be funded by developers <br />as TIA studies become necessary. It is anticipated that the on call services consultants <br />will be used for City of Pleasanton projects on occasion and sufficient funds are <br />budgeted in the Traffic Engineering program. The update of the Baseline Report and a <br />Traffic Model Peer Review are examples of projects that will be completed by the on call <br />transportation consultants. <br />
