d) LAVTA agrees to provide ADA Eligibility Determination Service to assess all potential PPS clients for ADA certification, and provide updates regazding eligibility. 2. Wheels Dial-A-Ride by LAVTA. a) Eligible Persons. Wheels Dial-A-Ride service is available to persons eligible for pazatransit service under the ADA: (i) in Livermore and Dublin, anytime Wheels operates fixed route services and (ii) in Pleasanton before and after the hours that the PPS operates, except with regazd to passengers under 18 years old, who aze transported by Wheels Dial-a-Ride anytime Wheels operates fixed route services. b) Non-Eligible Persons. Persons who fail to qualify for the Wheels Dial-A-Ride service as determined by the ADA Eligibility Determination Procedure (due to the ability to use fixed route buses or other circumstances). c) Personal Caze Attendants (PCAI and Companions. A Personal Caze Attendant (PCA) is a person traveling as an aid, who is designated or employed by the customer to help that person meet his or her personal needs and/or facilitate travel. Under the ADA, PCAs ride free when assisting afaze-paying pazatransit customer. A "Companion" is someone who is traveling with the customer, but is not coming along primarily to help the customer. A Companion must pay a fare when riding with afaze-paying customer. Customers may request trips for additional companions on a space- available basis. PCAs and Companions must be picked up and dropped off at the same location as customer. d) Service Area. Wheels Dial-A-Ride service area currently includes the limits of the cities of Dublin, Livermore, Pleasanton and the immediately adjacent unincorporated azeas of Alameda County. However, Wheels does not serve Sunol. Wheels Dial-A- Ride service azea is generally defined as the Livermore, Dublin and Pleasanton municipal boundaries which are located within the Livenmore and Concord Urbanized Areas as defined by the U.S. Census Bureau. Wheels reserves the right to limit its Dial-A-Ride service to the coverage azea mandated by the ADA, and agrees to consult with PPS prior to such a change. i. Changes to the service area do not require specific City approval, only LAVTA boazd approval, but shall be communicated to PPS in a timely manner. e) Scheduling. Wheels Dial-A-Ride reservations are taken between 8:00 a.m. and 5:00 p.m., seven days a week.
