Honorable Mayor and Members of the Council: <br />BACKGROUND <br />Since 1972, the City of Pleasanton has operated the Pleasanton Paratransit Service <br />(PPS), which provides transportation to Pleasanton/Sunol residents 60 years or older, <br />and to disabled residents 18 years or older. In 1992, with implementation of the <br />Americans with Disabilities Act (ADA), the Livermore Amador Valley Transit Authority <br />(LAVTA) and the City developed a reciprocal agreement to provide Paratransit services <br />in each agency's prospective service areas. The agreement clarified scheduling <br />procedures, geographic jurisdictions, and service hours; provided a definition of clients <br />served; and encouraged joint marketing efforts. <br />As part of this original agreement, a cross invoice procedure befinreen the City of <br />Pleasanton and LAVTA was developed in an effort to provide a reimbursement option <br />for both agencies. During the initial pilot of this reimbursement procedure, it was <br />determined that the invoicing procedure was not necessary as both agencies were <br />continuing to assist each other equally. With the Council approved PPS reengineering <br />procedures implemented in 1999, PPS continues to provide limited Paratransit rides to <br />Livermore and San Ramon for medical appointments only, making the reimbursement <br />language obsolete. <br />Over time, additional adjustments have been made by both organizations to better <br />serve Paratransit riders. This revised MOU addresses these changes and provides an <br />updated document for both agencies to use in continuing to provide Paratransit services <br />in their respective jurisdictions. <br />At its meeting of August 6, 2008, the Human Services Commission recommended City <br />Council approval of the revised MOU.
