While the ice facility would be privately owned and operated, encourage a <br />"recreationallfamily" atmosphere. <br />Work closely with the Pleasanton Unified School District regarding school sponsored <br />activities, including free ice time during the school day for physical education classes <br />and prioritizing ice time should PUSD initiate an ice hockey program. <br />Provide Pleasanton residents with discounts generally consistent with the 15% <br />resident discount offered at the Callippe Golf Course. <br />Require the facility to be well designed and constructed, with a total square footage <br />estimated at 140,000 square feet. In addition, require the facility to meet the City <br />Green Building guidelines, including incorporation of photovoltaics. (Proposed <br />amenities include four ice rinks, a family style sports restaurant and sports bar <br />geared to ice facility users, a pro shop, and SJAM/public meeting rooms). <br />Assure the facility is properly managed and well maintained throughout its existence. <br />In consideration of the long term use of City property, SJAM should construct the <br />community park consistent with the Master Plan in a time frame consistent with the <br />ice skating facility. <br />Require SJAM to agree to pay applicable City and regional development fees and all <br />associated taxes pertaining to the Sharks facility. <br />Require a financial plan that does not require the City to contribute financially to the <br />construction of improvements owned by SJAM. <br />Use a ground lease as the vehicle for allowing use of approximately seven acres of <br />City park land for an ice facility and related improvements, including parking. Limit <br />the initial term to 30 years, with two automatic ten year extensions based on meeting <br />performance criteria. (This would most likely involve meeting the terms of the <br />ground lease and any PUD/use permit requirements.) <br />Require the transfer of all ice facility related improvements to the City at the end of <br />the ground lease. Set the ground lease payment at one dollar annually. In addition, <br />in the event the City does not want to accept transfer of the facility at the end of or <br />upon termination of the Lease Term, require the removal of the ice facility related <br />improvements (at no cost to the City). <br />Require SJAM to maintain ground leased portions of the park in a manner consistent <br />with City standards. (The City would maintain all other portions of the park, including <br />potentially the Grass Pave areas.) <br />Page 4 of 5 <br />
