Major elements of the Master Plan related to the community park include the following: <br />• Trail staging area/community park parking - 36 spaces <br />• Restroom facility <br />• Children's play area with water feature <br />• Loop trail throughout the property <br />• Access to the Arroyo Mocho <br />• Individual and group picnic areas with shade structures <br />• Central pedestrian promenade <br />• Open turf/informal play area <br />• Open meadow with wild flowers and native grasses <br />• A four (4) rink ice facility; paved parking and grass overflow parking; <br />• Additional water feature <br />• Bus stop <br />• A meandering loop trail <br />The Master Plan also identified elements such as lighted tennis courts, dog exercise <br />area, grassy water detention basin, parking, and a restroom that could potentially be <br />included in the 5+/- acre neighborhood park located to the north of the community park. <br />As noted at the June 10, 2008 meeting, however, the neighborhood park elements and <br />design are conceptual, and staff anticipates that the final design would not be resolved <br />until after the Staples Ranch PUD process. <br />As an outcome of these discussions, staff has now prepared core objectives for City <br />Council and community consideration. These objectives, taken collectively, form an <br />outline of expectations related to park usage by SJAM for the ice facility consistent with <br />previous Council direction and community input. It should be noted that SJAM has not <br />yet submitted a PUD application for City consideration, but intends to do so subject to <br />agreement on the core objectives and a preliminary staff review of its plans. The SJAM <br />PUD application would be subject to the typical City planning review process, including <br />public hearings before the Planning Commission and the City Council. <br />DISCUSSION <br />In developing the list of core objectives, staff considered comments made at all public <br />meetings since SJAM presented its concept to the City in 2006. These included various <br />commission comments (Planning; Parks and Recreation) and specific actions by the <br />City Council. While the proposed objectives are considered conceptual, staff has tried <br />to be comprehensive in terms of scope and intent. The list includes the following: <br />Ice Skating Facility Core Objectives for City Council Consideration <br />Assure the ice facility provides a wide range of public ice skating related activities, <br />including ice hockey, figure skating, curling, broom ball, open skate, etc. <br />Require skating programs to be available for various age groups, including youth, <br />teens, adults, seniors, and special needs participants. <br />Page 3 of 5 <br />
