Require a Conditional Use Permit for operating the ice facility later than 10:00 PM. (It <br />is anticipated that SJAM will request the facility be open from 5:30 AM to 1:00 AM.) <br />Require SJAM to submit a parking plan with the project PUD application for special <br />events that may occur approximately seven times annually. <br />Require the ice facility and related improvements to follow the City's PUD process, <br />including public hearings before the Planning Commission and the City Council. <br />Require SJAM to contribute to the City a pro rata amount to allow the City to <br />purchase and maintain the five acre. neighborhood park parcel from ACSPA. <br />Require SJAM to make a contribution to the new fields to be built at Bernal Park. <br />Next Steps <br />Assuming Council approval of the core objectives, staff would commence discussions <br />with SJAM regarding a draft ground lease for those portions of the park made available <br />for the ice facility. The core objectives would act as the guiding principles for those <br />discussions. In addition, Staff anticipates the draft Ground Lease would be subject to <br />review and approval by the Council prior to City public hearings on the PUD <br />Development Plan. Allowing the Council and the community to comment on the core <br />objectives/draft ground lease prior to reviewing a PUD application is consistent with the <br />Council's and communities expectation that all discussions related to the project be <br />open and subject to public comment.
