BACKGROUND <br />This is the second of two (2) construction phases that will ultimately result in the <br />renovation of all landscape plantings and the irrigation system for the 20 separate <br />roadway median islands on West Las Positas Boulevard, from Santa Rita Road to <br />Boardwalk Street. Phase 2 will concentrate on the eleven (11) landscaped median <br />islands from Cranwood Court to Boardwalk Street. These landscaped areas have <br />declined in appearance over the past several years, and are now at a point where the <br />irrigation system and plantings should be renovated. In addition, the plantings in these <br />islands are the source of numerous sight distance complaints by the public each year, <br />requiring greater than typical levels of pruning by the Parks Maintenance Division. The <br />goal of the project is to ensure satisfactory sight distance, and to return the street <br />landscaping to a more attractive and easily maintained condition -commensurate with <br />other areas of the City. <br />On February 6, 2007, the City Council approved a contract with the firm of Tanaka <br />Design Group of San Francisco to design landscape improvement plans for these <br />median islands. The consultant's work followed the direction of the City Landscape <br />Architect and Parks Maintenance Superintendent, and conforms to City Standard <br />Specifications and Details. The design work was developed into two (2) separate <br />packages, allowing an opportunity to bid and construct the improvements over a period <br />of time as additional Park Renovation Funds became available. Phase 1 of the project <br />was recently completed by Planned Environments, Inc. of Concord, California, and the <br />improvements were accepted by the Council on August 19, 2008. <br />A total of seventeen (17) bids were received for this project, ranging in price from <br />$388,500 to the low bid of $186,200. The low bid was submitted by Suarez and Munoz <br />Construction, Inc., of Hayward, California, and all bid documents were found to be in <br />order. This contractor has completed a number of projects for the City over the past few <br />years, and is known to be competent and reliable. <br />The project specifications allow a total of 45 working days to complete the project, and <br />the contractor is confident that this schedule can be met. Should the Council award the <br />contract, it is anticipated that construction will begin on September 15, 2008. <br />ubmitted by: <br />Ja es W.
