Suggested Planning Principles/Development Standards for Residential, <br />Commercial, and Mixed Use Development: <br />• Locate higher density residential near the BART station <br />• Encourage mixed use at or near BART station <br />• Create a more "fine-grained" development pattern <br />- Create smaller blocks by adding smaller mid-block streets and alleyways <br />where appropriate <br />• Create pedestrian-oriented streetscapes <br />Encourage pedestrian scale through building height limitations and <br />architectural detailing <br />• Allow reduced street setbacks <br />• Orient front doors to face the street <br />• Include front porches <br />• Allow on-street parking on some streets <br />• Consider reducing parking requirements for development in close proximity to <br />BART <br />• Provide pedestrian connections <br />- On-site, within developments <br />- Between sites, park interconnectivity <br />• Create usable public spaces <br />- Plazas, mini-parks <br />• Create pedestrian scale and amenities <br />- Street furniture, planting, paving, Wi-Fi <br />Specific Plan vs. Development Plan: Pro's and Con's: Staff believes that it may make <br />little difference as to which planning vehicle is used to address changes to Hacienda as <br />long as the substance of the planning effort is the same. In addition, there would need <br />to be the same level of public participation and input for either process used. While <br />Hacienda did originally agree to a Specific Plan to create and implement a new vision <br />for the park, a report prepared for the Hacienda Owners Association by its consultant, <br />EDAW, suggests that the same result can be achieved by addressing the same issues <br />through a PUD Development Plan process. <br />Timing is another consideration. As stated above, the City's experience is that specific <br />plans take at least two years (or more) to accomplish, and the suggested alternative <br />process for the new Hacienda plan and the individual site development plans would <br />Page 7 of 13 <br />
