4. Request preliminary utility relocation plans
5. Prepare utility relocation plans and cost estimates
6. Obtain Caltrans and City concurrence in utility plans and
estimate and accomodations
7. Finalize utility clearance plans

Task 4. Obtain Soils and Foundation..Analyses

A major portion of this task can be performed while final geometrics design
development is underway. There are two principal tasks that will insure the
success of this duty. First, basic Caltrans requirements and concerns will be
ascertained and addressed. These concerns will include scope of field surveys,
types of tests and method of reporting. The work will include detail necessary
for structure foundation. Other tests will include fill and slope stability.

A second major concern is in the matter of embankment settlement. The soil
surveys will be sufficient in scope to identify any underlying problems.
Recommended solutions will be included in the materials report.

1. Obtain Caltrans encroachment permit
2. Discuss material requirements with Caltrans
3. Perform field surveys
4. Prepare materials reports, submit for review and comment
5. Prepare structural section, submit for review and approval

Task 5. .prepare Plans, Specifications and Estimate (P.S.&E.)

The work would be performed in accordance with the requirements of the City of
Pleasanton and in conformance with the Caltrans policies. This task would
commence with a review of the Environmental Document and the Project Report to
ascertain if there are any special project needs. Certain work can be
initiated immediately upon receipt of the notice to proceed. These tasks are
(1) determining the need for various permits (2) identifying several concerned
Caltrans Branches (e.g., Hydraulics, Electrical, Traffic, and Landscaping) and
(3) preparing reports and design recommendations for the several concerned
Caltrans Branches.

Based on the preceding preliminary tasks, detailed design can proceed once
final geometrics are approved. Advance plans in sufficient detail for review
and comment will be furnished each concerned Caltrans Branch as design
development progresses.

Bridge design starts once detailed geometric approval is obtained. Bridge
design is a two step process. First, the bridge general plan and the structure
type must be approved. Second, detailed development of structure plans is
accomplished. EaCh of the above steps requires Owner's approval action. Close
liaison is required to dovetail bridge design into overall project P.S,&E.

The above tasks produce the several design elements that enable preparation of
the preliminary P.S.&E., which will be submitted to Caltrans for review and
comment.

Following receipt of all Caltrans comments, the final P.S.&E., incorporating
comments, is prepared ad submitted.

-2-
