Proposal <br /> <br />ABAG in cooperation with the Alameda County Health Agency is asking cities, <br />within the county, to participate in a county-wide pilot household hazardous <br />waste collection program. The program target date is set for Spring 1987. <br />Their program calls for a one day collection program within six areas of the <br />County. Our area also includes Dublin and Livermore in which one site for <br />collection would be determined at a later date. <br /> <br />The important features of the program are: <br /> <br />- The organization and operation of six local area Household Hazardous Wastes <br /> Collection days, <br /> <br />- ABAG will provide $10,000 financial assistance towards hazardous wastes dis- <br /> posal costs for each local area Collection Day, <br /> <br />- The participating cities will share the remainder of costs associated with <br /> each local area Collection Day in proportion to the number of households <br /> within each city. <br /> <br />- Participating cities' costs may be funded through a surcharge on solid waste <br /> collection fees as authorized by recent legislation AB 1809 - Household Haz- <br /> ardous Waste (1986). <br /> <br />Dublin, Pleasanton and Livermore have a total of 39,667 housing units. As such <br />their prorata share of a joint program would be 13.9%, 38.6% and 47.5% respec- <br />tively. As such a total estimated cost based on $1.50 per housing unit would <br />be $59,500, minus the $10,000 from ABAG equals a cost of $49,500. Pleasanton's <br />share would therefore be $19,107 to $23,000 using the $1.50 per housing unit <br />figure. <br /> <br />In order for detailed program specifications and a contract with a hazardous <br />waste disposal contract to be let, ABAG is requesting a notice of intent to <br />participate, from the various jurisdictions, by December 31, 1986. This notice <br />of intent is not binding on the City but will enable ABAG to narrow down the <br />cost estimate.' ~hen this is done a contract will be prepared which would be <br />binding for participation.
