REPORT <br /> <br />December 2, 1986 "- <br /> <br />HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL ~- !~ <br />Pleasanton, California <br /> <br />Household Hazardous Waste Collection Program ,. <br /> <br />Members of the City Council: <br /> <br />Background <br /> <br />A Household Hazardous Waste Collection Program is a program whereby a city or <br />other governmental entity, or a group of them, establish.a site whereby their <br />citizenry can bring household hazardous waste for disposal. The governmental <br />entity(s) contracts with a licensed Hazardous Waste Disposal Company who sep- <br />arates, packs and hauls the material to an approved disposal site. These <br />programs are usually conducted on an annual or semi-annual basis and at no <br />direct cost to the citizens. <br /> <br />Household Hazardous Waste includes both solids and liquids; and can include <br />such materials as asbestos, drain cleaners, tri-sodium phosphate (cleaning <br />agents), etc; acids, pesticides, insecticides, thinners, solvents, used oil, <br />etc. Explosives are not included as a household waste, nor is waste generated <br />from small businesses. <br /> <br />Council has shown an interest in entering into such a program as has the Dublin <br />San Ramon Services District. Earlier this year Fremont, Newark and Union City <br />entered into such a program at a cost of $69,000. Hayward conducted their own <br />at a cost of $30,306 and Albany did the same for $10,781. These costs only <br />include the Hazardous Waste Contractors' costs and the cost of removing and dis- <br />posing of the materials. The costs did not include staff time in planning, pre- <br />paring R.F.P.'s, the review of same, organ'iZing, coordinating and the monitoring <br />of the actual program. These costs have been estimated at 100 manhours X salary <br />by Union City. <br /> <br />Based on the experience of the above named cities, estimated costs of a similar <br />program can be based on from $1.00 to $1.50 per household. If Pleasanton were <br />to enter into such a progFam on their own, an estimated cost of $23,000 could <br />be anticipated, based on 15,333 housing units. <br /> <br />It is common knowledge that household hazardous waste presently finds its way <br />into garbage cans, down storm drains, into vacant lots or remains on the pre- <br />mises gathering dust and posing potential harm to who knows who.
