The boreholes with gas concentrations over regulatory limits; <br /> were in the general area of a previous borehole (B4) where <br /> high concentrations were measured in the 1985 LFG migration <br /> assessment by Brown and Caldwell. <br /> <br /> 2. Gas was found i. two boreholes (M4 and MS) in concentrations <br /> that exceed the LEE for methane (5 percent). These <br /> boreholes are on Lots 18 and 19 of the Martin Property. <br /> <br /> 3. The pattern of gas concentrations is 'one of significant <br /> decrease in concentration with distance away from the closed <br /> landfill. <br /> <br /> 4. Lots 18 and 19 of the Martin Property are the only lots with <br /> gas concentrations in excess of the federal legal limits for <br /> building interiors which is 25 percent of the lower <br /> explosive limit (LEL) for methane (25 percent of 5 percent <br /> methane equals 1.25 percent methane). <br /> <br />Landfill Gas Regulations <br /> <br />Federal and county LFG regulations are the same as described in the <br />September 1, 1983, Brown and Caldwell letter report to Mr. Robert <br />Molinaro. State regulations have changed. The City of Pleasanton <br />building and fire departments and the Alameda County building and <br />health departments have no specific LFG regulations. Applicable <br />federal and state regulations are summarized below. <br /> <br />Federal Regulations. The primary federal regulation concerning <br />landfills is 40CFR, Part 257, "Criteria for Classification of Solid <br />Waste Disposal Facilities and Practices." This regulation was issued <br />under the authority of the Resource Conservation and Recovery Act of <br />1976 (RCRA). <br /> <br />Article 257.3-8 of the regulation states: <br /> Safety <br /> <br /> (a.) Explosive Gases. The concentration of ~xplosive gases <br /> generated by the facility or practice shall not exceed: <br /> <br /> (1) Twenty-five percent (25 percent) of the lower explosive <br /> limit for the gases in facility structures (excluding <br /> gas control or recovery system components). <br /> <br /> (2) The lower explosive limit for the gases at the property <br /> boundary. <br /> <br /> (3) "Explosive gas" means methane (CH4). <br /> <br />BROWN AND CALDWELL <br />PO.~X~5 WALNUTCREEK.
