Inderbitzen <br />May 27, 1986 <br />Page 3 T <br /> <br /> (4) 'Facility structures" means any buildings and sheds or; <br /> utility or drainage lines on the facility. <br /> <br /> (5),'Lower explosive limit' means the lowest percent by <br /> volume of a mixture of explosive gases which will <br /> propagate a flame in air at 25 degrees C and atmospheric <br /> pressure. <br /> <br />State Regulations <br /> <br />State regulations are not as specific as the federal regulations. <br />The California Administrative Code, Title 14, Division 7, Chapter 3, <br />Article 7, Section 17705 states: <br /> <br /> Gas Control. Where the Enforcement Agency, the local fire <br /> control authority, or the Board has cause to believe a hazard or <br /> nuisance may be created by landfill decomposition gases, they <br /> shall so notify the owner. Thereafter, the site owner shall <br /> cause the site to be monitored for presence and movement of <br /> gases, and shall take necessary action to control such gases. <br /> The site owner shall inform the operator of any actions ordered <br /> by the Enforcement Agency, local fire control authority or the <br /> Board concerning gas control methods. The monitoring program <br /> shall be developed pursuant to the specifications of the above <br /> agencies. The site owner shall provide for continuation of the <br /> program after the completion of the landfill. The monitoring <br /> program shall not be discontinued until authorized to do so in <br /> writing by the requiring agency. Results of the monitoring shall <br /> be submitted to the appropriate agencies. If monitoring <br /> indicates methane gas movement away from the site, the owner <br /> shall, within a period of time specified by the requiring agency, <br /> construct a gas control system approved by that agency. The <br /> agency may waive this requirement if satisfactory evidence is <br /> presented indicating that adjacent properties are safe from <br /> hazard or nuisance caused by methane gas movement. The operator <br /> shall duly inform the disposal site owner of possible landfill <br /> gas problems. <br /> <br />Several other regulations regarding hazardous gas are the California <br />Administrative Code, Article 4, Section 1532 that requires that <br />'confined spaces" be checked for the presence of combustible or <br />dangerous gas prior to the entry of workmen. A "confined space" is <br />defined as a storm drain, sewer, vault, manhole, or other structure <br />which could permit the accumulation of dangerous gases. Article 10, <br />Section 6810 of the Code requires that combustible gas indicators be <br />made available and maintained for use in locations where combustible <br />gases may be present or are likely to be present. <br /> <br />BROWN AND CALDWELL <br />PO BOX 8045 WALNUT CREEK.
