B. Significant Effect. Development is allowed in several <br /> 100-year flood plains of arroyos. <br /> <br /> b.1. Finding. The project contains mitigation measures <br /> to minimize the possibility of flooding along the <br /> arroyos. <br /> <br /> b.2. Fact. Development is prohibited within the <br /> 100-year flood zone unless mitigation measures which <br /> meet Federal Insurance Administration criteria are <br /> provided. <br /> <br /> b.3. Fact. The City supports Zone 7's efforts to <br /> complete the channelization system for the Planning Area <br /> in order to remove properties from flood hazard zones. <br /> <br /> b.4. Fact. The development of a specific plan for the <br /> San Francisco Water Department Land could form the basis <br /> for further flood control design solutions in that area. <br /> <br /> C. Significant Effect. Development in some areas, <br /> particularly the Southeast Hills, would lead to increased <br /> storm water run off which could overwhelm storm drain systems <br /> and flood existing downstream development. <br /> <br /> c.1. Finding. Proposed additional mitigation measures <br /> would substantially lessen the impact of increased storm <br /> water run off. <br /> <br /> c.2. Fact. The City has retained a consulting <br /> hydrologist to recommend possible solutions to recurring <br /> flooding on Kottinger Drive. <br /> <br /> c.3. Fact. The Public Facilities Element of the <br /> General Plan contains a policy to prevent development <br /> upstream from adding to existing flows downstream <br /> without appropriate mitigation measures. <br /> <br />VIII. Vegetation and Wildlife Habitat <br /> <br /> A. Siqnificant Effect. Increased residential uses in the <br /> Southeast Hills and Pleasanton Ridge and allowable mixed uses <br /> along Arroyo Mocho and Arroyo de la Laguna could damage <br /> natural oak woodland, grassland or riparian habitat. <br /> <br /> a.1. Finding. The Final General Plan contains programs <br /> to mitigate the impacts on vegetation and wildlife <br /> habitat. <br /> <br /> a.2. Fact. Development will be restricted to single <br /> family homes, where feasible, on existing lots in areas <br /> which support rate and endangered species of plants and <br /> animals. <br /> <br /> a.3. Fact. The majority of Pleasanton Ridge and the <br /> Southeast Hills are designated as Public Health and <br /> <br /> <br />
