b.3. Fact. Construction of habitable structures will
be prohibited within 50 feet of an identified fault
trace.

b.4. Fact. Geological studies will be required for any
projet proposed within areas shown on current
Alquist-Priolo Special Studies Use Maps, and such
studies will be reviewed by a qualified Engineering
Geologist.

b.5. Fact. The construction of critical facilities
will be prohibited within the Alquist-Priolo Special
Studies Zone.

b.6. Fact. New roads, bridges and utility lines that
cross an active fault trace will be designed to
withstand the acceptable damage levels specified in
Table V-5 of the General Plan.

b.7. Fact. The earthquake preparedness provisions of
the City's Emergency Operations Plan will be
implemented.

b.8. Fact. Appropriate engineering and design
mitigations will be required for structures proposed in
areas where seismic hazards can be mitigated to the
point of acceptable risk.

b.9. Fact. Inspection of all geotechnical aspects of
site development will be required.

b.10. Fact. Structures especially susceptible to
seismic hazards will be rehabilitated.

b.ll. Fact. Existing critical utility lines that cross
active fault traces will be retrofitted.

VII. Flooding Hazards

A. Significant Effect. A major portion of the City would
be inundated by the failure of Del Valle Dam due to a seismic
or other event.

a.1. Finding. The project contains measures to
minimize the hazard to the public in the event of dam
failure.

a.2. Fact. Public meetings and press releases will
publicize the excavation system and emergency operation
plans for the event of dam failure.

a.3. Finding. All alternatives to the Final General
Plan would result in similar flooding hazards.

a.4. Fact. All alternatives would allow development in
the potential flood zone.
