The City's Heritage Tree Ordinance protects <br /> large trees throughout the planning area. <br /> <br /> a.5. Fact. Stream beds and channels will be preserved <br /> in their natural state to preserve wildlife habitat <br /> except where needed for flood and erosion control. <br /> <br /> a.6. Fact. All large continuous areas of open space, <br /> as designated on the General Plan Map, will be protected <br /> from intrusion by urban development. <br /> <br /> a.7. Fact. The City will explore the use of open space <br /> zoning transfer of development rights and conservation <br /> easements in the Expanded Planning Area. <br /> <br /> a.8. Fact. The Final General Plan more clearly <br /> delineates open space in the Southeast Hills. <br /> <br /> a.9. Fact. The Final General Plan provides for a <br /> specific plan on the San Francisco Water Department <br /> lands along the Arroyo de la Laguna and on the TMI land <br /> which would incorporate analysis and preservation of the <br /> riparian habitat. <br /> <br />IX. Public Services <br /> <br /> A. Significant Effect. Increases in water demand would <br /> require ground water pumping during dry or drought periods <br /> resulting in possible water quality degradation. <br /> <br /> a.1. Finding. The mitigation measures incorporated <br /> into the General Plan to require water conservation will <br /> substantially lessen this effect. <br /> <br /> a.2. Fact. The installation of water conservation <br /> devices is required. <br /> <br /> a.3. Fact. Drought tolerant landscaping is required in <br /> appropriate locations. <br /> <br /> a.4. Fact. An emergency plan will be developed for <br /> water shortages which includes water conservation. <br /> <br /> a.5. Finding. Future water supply improvements will <br /> coincide with growth needs. <br /> <br /> a.6. Fact. The evaluation of the water supply will be <br /> part of the Growth Management Report. <br /> <br /> a.7. Fact. New development will pay its fair share of <br /> the City's water master plan improvements. <br /> <br /> <br />
