a.1. Finding. The proposed Plan contains mitigation <br /> measures to reduce noise levels to acceptable levels in <br /> existing residential developments. <br /> <br /> a.2. Fact. Periodic noise monitoring will be conducted <br /> at key locations. Sound walls and noise insulation will <br /> be installed where feasible. <br /> <br /> a.3. Finding. Individual project review process will <br /> ensure that new developments meet acceptable noise <br /> levels standards, both on- and off-site. <br /> <br /> a.4. Fact. Noise studies will be required on all <br /> projects in areas potentially impacted by noise and of <br /> projects potentially contributing noise to sensitive <br /> environments. Mitigation measures will be required of <br /> impacted projects,and follow-up studies to evaluate the <br /> measure's effectiveness will also be required. <br /> <br />V. Air Quality <br /> <br /> A. Significant Effect. Increase in carbon monoxide, <br /> nitrogen oxides, and particulate matter due primarily to <br /> increased auto emissions. <br /> <br /> a.1. Finding. The coordination of land use and <br /> transportation plans and policies will reduce automobile <br /> trips and resultant air pollution. <br /> <br /> a.2. Fact. In-fill development is encouraged. High <br /> density housing will be developed near public transit, <br /> major thoroughfares, shopping and employment centers. <br /> <br /> a.3. Fact. Transportation plans and policies are <br /> designed to reduce automobile traffic. See Section III <br /> (Transportation and Circulation). <br /> <br /> a.4. Fact. Sensitive land uses will be located away <br /> from sources of pollution. Buffer zones will be <br /> included in sensitive receptor site plans to separate <br /> them from freeways and other sources of pollution. <br /> <br /> a.5. Findinq. Adherence to State or Federal air <br /> quality standards, whichever is more stringent, for <br /> local pollutants of concern will ensure that air quality <br /> standards are maintained. <br /> <br /> a.6. Fact. The City has formed an Environmental <br /> Monitoring Commission to monitor the air quality within <br /> Pleasanton. <br /> <br /> a.7. Fact. Major business parks must continually <br /> monitor carbon monoxide levels to ensure compliance with <br /> standards. <br /> <br /> <br />
