b.5. Finding. Mitigation measures which would lessen <br /> the effect of traffic on Tri-Valley freeways are subject <br /> to the jurisdiction of other public agencies and can and <br /> should be adopted by such agencies. <br /> <br /> b.6. Fact. Cities in the Tri-Valley area other than <br /> Pleasanton can create a regional network of intercity <br /> arterials to supplement the existing freeway/highway <br /> network by improvement/extension of existing intercity <br /> arterials by connecting to and extending Pleasanton's <br /> major thoroughfares. <br /> <br /> b.7. Fact. MTC, BART, Alameda County and Contra Costa <br /> County can develop regional transit systems such as the <br /> Dublin-Livermore-Pleasanton joint powers agency, BART <br /> extension, and light rail transit system. <br /> <br /> b.8. Fact. Caltrans can construct freeway, highway and <br /> auxiliary lane improvement projects which are included <br /> in the NPID and the 1985 Caltrans STIP, including <br /> widening and improvement of the 1-580/Hopyard <br /> interchange, 1-580/Hacienda interchange and <br /> 1-680/Stoneridge interchange (and 1-680/West Las Positas <br /> interchange if needed) as well as develop freeways to <br /> "route concept". <br /> <br /> b.9. Fact. Caltrans has jurisdiction over and can <br /> construct the improvements to 1-580 between Dublin <br /> Canyon and Altamont Pass which are currently being <br /> studied, including the E1 Charro Road interchange. <br /> <br /> C. Significant Effect. If employment grows faster than <br /> street improvements can be made in the local street system, <br /> there will be periods in which levels of service are worse <br /> than projected for buildout of the Proposed General Plan. <br /> <br /> c.1. Finding. Conditions of approval for major <br /> business parks will preclude employment growth from <br /> seriously outstripping roadway capacities. <br /> <br /> c.2. Fact. Major projects in North Pleasanton and Koll <br /> Business Center require Traffic Reports prior to the <br /> approval of specific buildings. Mitigation measures <br /> must be provided if approval would lead to LOS at <br /> effected intersections declining to levels less than D. <br /> Individual project level review of traffic impacts of <br /> residential and other land uses also provides a <br /> mechanism to ensure short-term congestion does not <br /> occHr. <br /> <br />IV. Noise <br /> <br /> A. Significant Effect. Noise in residential areas may <br /> exceed City standards due to additional vehicular traffic, <br /> particularly along 1-680 and along Santa Rita Road north of <br /> Mohr Avenue. <br /> <br /> <br />
