TJKM <br />Transportation <br />Consultants <br />Work Plan <br />Task I: Start Up and Project Management <br />Project Manager Chris Kinzel will establish and facilitate all meetings. TJKM will prepare monthly <br />status reports, to be included with the invoice. All activities within the previous month will be <br />described along with plans for the coming month. The status report will also describe the overall <br />progress of the study along with budget and schedule compliance. <br />The TJKM team will meet with the City staff to initiate the project. At this meeting, the scope of <br />services will be reviewed and finalized, and the roles of the consultant team and the City staff will <br />be reviewed. TJKM will provide an overview of the expected procedures and schedule throughout <br />the project. The consultant team will collect information such as the following from the City at, or <br />immediately following, the start-up meeting: <br />• All available information from the 1998 Traffic Development Impact Fee (TDIF) program <br />including project lists, study procedures, and cost estimates. Any records of meetings and <br />their minutes would be useful. <br />• All available detailed traffic studies for the General Plan Circulation Element and other <br />related and recent studies. This may include the traffic study for the Stoneridge Drive <br />Specific Plan, bacl~ground studies for any significant recent projects such as the proposed <br />retail development at Stanley, Bernal and Valley. <br />• Any listings of potential TIF projects previously compiled by the City. <br />• Any relevant cost estimates for potential 2008 TIF projects. <br />• Available plans and aerial photos of potential projects <br />• TJKM has already reviewed the current CIP and has copies of other related material <br />- Deliverables: TJKM will provide the final scope of services and schedule. The City will <br />provide copies of information described above. <br />Task 2: Select Projects to be Included in TDIF <br />Roadways.lr-tP-cP~+~ons and Tra~ignals <br />The TJKM team will determine those projecu that are eligible for inclusion in the 2008 Pleasanton <br />TDIF. Those improvement projects which are necessary to allow the roadway system to operate <br />at acceptable standards following development of land use projects can be included in the TDIF. In <br />order to satisfy nexus requirements mandated by the legislature when AB 1600 was enacted, new <br />2evelopment cannot be required to pay for existing deficiencies. However, when an improvement <br />project has been carried forward from an earlier version of the TDIF that was originally not in a <br />deficient condition, but is now deficient, it is possible to include such a project in the current list of <br />projects. TJKM has compiled a preliminary list of potential roadway and intersection projects that <br />may be included in the TDIF. These are shown in Table I.
