33. That final design of all structures including accessory
buildings and fences shall be subject to approval by
the Planning Division. It is intended that all structures
blend with their surroundings to the maximum extent
practicable. To this end, building materials used shall
be confined mainly to varying types of wood and some
types of masonry (such as slumpblock or brown brick).
Colors shall be those earthtones which best conform to
the area. Bright obstrusive colors, such as white
stucco walls or red roofs shall be prohibited unless
it can be demonstrated that such colors would not be out
of character with the surroundings. Color control shall
be especially critical on sites 6, 7, 13, 14, 15 and 16.
34. All fencing shall be subject to approval by the Planning
Division.
35. That if grading practices are required on a lot (in order
to create a building site) which are contrary to the
purposes of the HPD District as determined by City staff,
the applicant shall submit a revised development plan for
any such lot for approval by the City.
36. That a lot specific soils investigation and report
shall be completed by a state licensed geologist,
geologic engineer or soils engineer and approved by
the Building Division prior to issuance of a building
permit. The soils report and the Soil and Geologic
Investigation No. 865-A66-AS shall be used to govern
how the structures will be constructed on the sites.
37. That should any proposed lot not have a buildable site,
such lot shall not be shown on the tentative map as a
separate parcel but shall be included in the open space
lands or be added to neighboring parcels.
38. That no improvement activities, including but not limited
to grading, construction, tree removal or site preparation
shall be initiated until all proper permits are obtained.
39. That a fire retardant buffer 10 ft. in width shall be
provided along the length of both sides of the Twelve Oaks
Drive private roadway and any other street or driveway
required by the Fire Department and be engineered and
landscaped in such a way as to minimize erosion to a
level acceptable to the City Engineer.
40. That street lighting and common area lighting shall be
provided by the developer and shall be designed to
minimize intrusion of hillside lighting to the valley
floor as concurred with by the City Planning Division.
The lighting system on the private road shall be approved
by the City Engineer, installed by the developer and
maintained by the homeowners association.
-6-
