The <br />level of participation shall take into consideration <br />the project's contribution towards City services <br />generally, including fire services. <br />63. That development on the subject property may con- <br />tinue until the intersections at Hopyard Road/Meyer <br />Drive, Hopyard Road/Stoneridge Drive, or Stoneridge <br />Drive/Denker Drive reach level of service D as <br />described in the Traffic Analysis dated December 24, <br />1980, prepared for developer by TJKM previously <br />filed with the City by developer. Until that time, <br />developer need not construct more than the project's <br />interior street improvements, complete the Hopyard <br />Road frontage and median modification, widen Stone- <br />ridge and construct the new median and install signals <br />at Stoneridge Drive/Denker Drive and Hopyard Road/Meyer <br />Drive - all as provided in developer's plan. At <br />such time, no construction on the site not already <br />started may be commenced until developer performs a <br />traffic analysis to determine which specific measure <br />described in the following paragraph should then be <br />constructed to mitigate the traffic conditions at the <br />particular intersection in order to return it to <br />level C. New construction on the site shall be <br />allowed only when the traffic improvement so required <br />is under construction or an assessment district <br />which will fund the improvement has been formed. <br />The mitigating measures as as follows: <br />a. Construction of Stoneridge Drive/I-680 <br />interchange. <br />b. Widening of Hopyard Road/I-580 bridge. <br />c. Widening of Hopyard Road to six lanes from <br />I-580 to Valley Avenue. <br />d. Add a right-turn lane southbound on Hopyard <br />Road at Johnson Drive. <br />e. Widen eastbound Johnson Drive approach to <br />accommodate another left-turn lane (this <br />is the obligation of Reynolds and Brown). <br />f. Modify existing Hopyard Road/Johnson Drive <br />traffic signal timing (this is the obligation <br />of Reynolds and Brown). <br />g. Add two left-turn lanes northbound on <br />Hopyard Road at Meyer Drive. <br />Improvements a through g will be funded through an <br />assessment district to which all benefitted land <br />owners in the north Pleasanton area are a party. <br />City agrees to facilitate any required construction <br />by issuing or obtaining necessary permits, consents, <br />etc. <br />-14- <br />
