EXCERPTS %,E'OM Till GROWTi/ iL~~'~'V,~IGL-/t?CNT ELEMENT <br />C ~ -~' <br />C' <br />h <br />ti <br /> <br />W <br />Urbanization Line - The availability of capacity at the sewerage <br />£acilities serving the city has a significant impact upon the amount <br />of development which can be accommodated through 1996. Roughly, <br />4,000 to 5,000 new dwelling units can be accommodated, along with <br />some commercial development. The ultimate development of the general <br />plan calls for an additional 10,000 - 14,000 dwelling units, from <br />2.5 to 3.5 times the amount of development which could be connected <br />to the planned sewerage facilities in the 20 year period until 1996. <br />It is obvious from these basic facts that large areas of planned <br />developable land will remain undeveloped until some time beyond 1996. <br />Efficiency in municipal service extensions requires that future ur- <br />banization occur as a logical extension of existing development, <br />filling in the gaps left by prior "leapfrog" development when possible. <br />At the same time, property owners within the planning area require <br />an accurate idea of the developmental potential of their land in <br />order to plan for the optimum use of their property both in the short <br />term and in the long term periods. The general plan shows an "Urbani- <br />zation Line" which includes those areas which will be eligible for <br />development within the 20 year period. The Urbanization Line accom- <br />plishes two purposes: (1) it clearly apprises landowners of the 20 <br />year period developable status of their property, and (2) it limits <br />development in the 20 year period to areas already urbanized or adjacent <br />to urbanized areas which are loilical extensions of the city's growth. <br />Several sectors of the planning area are "urbanized" in density of de- <br />velopment but do not receive full municipal services. The Happy Valley <br />area, for instance, relies on well water and septic tank systems. The <br />sewerage facility expansion contemplated the connection of existing <br />development in such areas to the consolidated sewage treatment _ <br />facility at' the DSRSD plant... These areas are included' within..the~,. ~~_ <br />Urbanization Line.. The other areas Shawn within the Urbanization <br />Line are those within the .city which, at one time or another,.have <br />had development proposals before the city for these areas or are areas <br />filling out a logical boundary. Over 7,500 potential dwelling units <br />are included within the Urbanization Line. The excess of potential <br />units over the 4,000-5,000 which would be accommodated giv~s.a suf- <br />ficient cushion to prevent an artificial "monopoly" situation-from <br />developing.
