Item 6a <br />Staff Report <br />-- PLANNING COb1MISSION <br />April 9, 1980 <br />SUBJECT: <br />APPLICANT: <br />PURPOSE: <br />RZ-80-5 <br />Mildred Vallarino <br />`~`~~ <br />~~~ <br />Application to rezone an approximately 4.4 acre <br />parcel located at 3887-97 Vineyard Avenue from <br />RM-4000 to RM-1500. <br />ATTACHMENTS: 1. Negative Declaration <br />2. Location Map <br />Mildred Vallarino, owner of the approximately 4.4 acre parcel <br />located at 3887-97 Vineyard Avenue, has submitted an application <br />to rezone the property from RM-4000 to RM-1500. This property <br />was rezoned from RM-2500 to RM-4000 on January 10, 1977, as part <br />of an overall rezoning of the Vineyard Avenue area in order to <br />reduce the potential for further traffic congestion on that street. <br />On 11/27/79, the 2 acre parcel owned by Joseph Madden, immediately <br />east of Mrs. Vallarino's site;-was rezoned from RM-4000 to RM-1500. <br />Mrs. Vallarino is now seeking the same treatment with regard to her <br />property. Rezoning it to RM-1500 would create the potential for <br />approximately 51 more units on P4rs. Vallarino's lot than it could <br />have accommodated under its original RM-2500 zoning. <br />Mrs. Vallarino and Mr. Madden's properties, along with other sites <br />on Vineyard Avenue, were originally down zoned because of traffic <br />congestion on Vineyard Avenue. That traffic situation has not <br />been alleviated in the interim, hence, there is no basis for re- <br />zoning the property to a higher density at this time. The City's <br />current Three Year Capital Improvement Program shows monies for <br />the acquisition of land and construction of an overcrossing for <br />the extension of Pico Avenue to the north bank of the Arroyo del <br />Valle, however, no money has been set aside for the connection <br />of Pico Avenue to Stanley Boulevard. This must wait for the <br />development of the 70 acre commercial service zoned site owned <br />by Frank Auf der Maur on the north side of the Arroyo. There- <br />fore no relief in traffic on Vineyard Avenue is possible for at <br />least two years. For this reason, it would be premature to <br />rezone Mrs. Vallarino's property at this time. <br />A negative declaration accompanies this report. Based on the <br />Initial Environmental Study done for this project, it is the <br />staff's opinion that case RZ-80-5 would not have any significant <br />adverse effects on the environment. If your Commission concurs <br />with this environmental assessment, you must make the finding <br />that the negative declaration is appropriate for the project. <br />The finding must be made prior to taking action on the project <br />itself.
