Procedures). Please refer to page 8 of the Guidelines for the
definition of significant effect and pages 20 through 22 of the
Guidelines for the details on determining significant effect.
Staff Recommendation: As in the case of the Madden rezoning,
the staff recommends denial of Mrs. Vallarino's request since
we feel increasing the density on Vineyard Avenue would be
premature at this time. If your Commission does not concur
and you recommend rezoning to a higher density, the staff
suggests that the property be rezoned to no more than RM-2500
since this was its zoning prior to 1977. 'Rezoning the pro-
perty to RM-1500 as requested by Mrs. Vallarino would create
the potential for 51 more units than allowed under the original
RM-2500 zoning. Additionally, if you recommend rezoning at
this time, the staff feels that you should add the following
condition which was placed upon the rezoning of Mr. Madden's
property by the City Council:
That no building permits be issued for structures
on the subject property until such time as there
is a road connection from Pico Avenue to Stanley
Boulevard.
-2-
