a) Amend the resolution to reduce the linkage points <br />from 21, 23, and 25 points to 8, 9, and 10 points. <br />b) Amend the resolution to reduce the dedication/ <br />completions points from 19 and 21 points to 7 and 9 <br />points but allow these to be additive to (a) above. <br />c) Amend the "In-fill" section to 5 points. <br />6. To ease the burden of RAP approval on small multiple <br />projects: <br />a) Amend the ordinance to exempt the following: <br />1) Four or fewer multiple units when developed <br />as part of a commercial development in the <br />Central Business District. <br />2) Addition of one additional unit, either attached <br />or detached, to a lot occupied by a single <br />unit (when meeting zoning ordinance requirements). <br />7. To aid larger projects in developing in a more appro- <br />priate and a more certain manner, it is recommended that <br />single-family projects up to 150 units in size be allowed <br />to submit their full 150 unit project for the purpose of <br />RAP selection in each of 3 years (thus, allowing the <br />counting of major improvements, etc. over the three <br />year period) subject to receiving RAP approval in each <br />of the 3 years and of limiting actual development to <br />50 units/year and of constructing the major improvements, <br />if any, in the first year of construction. Large multi- <br />ple projects could submit a project up to 150 units <br />in size, again subject to the 50 unit/year limitation <br />but would enjoy a 5 point bonus in the second and <br />third years' applications (thus increasing the cer- <br />tainty of subsequent years' approval). In both of <br />the above, projects would be required to reapply for <br />RAP approval each year. This mechanism would be <br />accomplished by the following: <br />a) Amend the ordinance to allow projects up to <br />150 units in size to be submitted for review, <br />delineating 3 phases of development of no more <br />than 50 units/year, and requiring the following: <br />1) for single-family projects: allow the 3-year <br />sized project to be counted for purposes of the <br />RAP ranking in each of the 3 years so long as any <br />major linkages and/or improvements are built <br />the first year and building actually takes place <br />in each year. <br />2) for multiple projects: allow the 3-year sized <br />project to be counted for purposes of the <br />RAP ranking provided building begins in the <br />first year. <br />b) Amend the resolution to create an additional <br />category for "carry-over multiple projects," <br />(see 7(a)(2) above) allowing 5 points for phased <br />projects having received RAP approval in the <br />previous year. <br />-2- <br />
