PLANNING COMMISSION <br />CITY OF PLEASANTON <br />COUNTY OF ALAMEDA <br />!' STATE OF CALIFORNIA <br />RESOLUTION NO. 1764 <br />A RESOLUTION OF THE PLANNING COMMISSION CONCERNING <br />THE REVISIONS/CHANGES TO THE RESIDENTIAL ALLOCATION <br />PROGRAM (RAP). <br />WHEREAS, the Planning Commission has reviewed the current <br />Residential Allocation Program (RAP); and <br />WHEREAS, the Planning Commission has determined that the proposed <br />changes/additions would not be detrimental to the orderly <br />development of the City; and <br />WHEREAS, the Planning Commission has reviewed this program and <br />heard public testimony concerning this matter. <br />NOW, THEREFORE, THE PLANNING COMMISSION RESOLVES THE FOLLOWING: <br />Section 1. That this Commission recommends to the City Council <br />that the following changes be made: <br />1. To increase the "Design" category to its intended <br />weight: <br />a) Leave as is but adjust the staff recommendations <br />to utilize more of the 15 point range and encourage <br />the Council to do the same. <br />2. To update the P.G.&E. Schedule and allow for differences <br />in multiple and single-family projects: <br />a) Amend the resolution to refer to the "Premium" <br />Energy Conservation Home Schedule rather than the <br />1976 Schedule. <br />b) Amend the resolution, for multiple projects, to allow <br />1 point for 115 P.G.&E. points and 2 points for <br />140 P.G.&E. points. <br />3. To encourage the use of solar energy. <br />a) Amend the resolution to allow 3 points for solar <br />assisted hot water heating alone (deleting the <br />space heating requirement). <br />4. To widen the range of locational points available to <br />multiples: <br />a) Amend the Resolution to increase the points <br />allocated to the shopping center and BART route <br />sections to 3 points each. <br />5. To lessen the actual advantage of projects favorably <br />located with respect to the "Missing Linkages" and <br />"Dedications and Completions" sections and maintain <br />the program's internal consistency: <br />
