Acquisition of all necessary permits related to creek access including identification of <br />suitable sites for the creation of wetland and riparian areas and the preservation of <br />Red-legged Frog habitat. <br />The current project includes: <br />. Construction of a new bridge and widening the roadway between Vineyard Avenue <br />and Nevada Court to allow two lanes of vehicular traffic plus a bike lane in each <br />direction. <br />. Creation of the required wetland and riparian sites in the Arroyo Del Valle and on the <br />Bernal Property. <br />Installation of approximately 900 linear feet of sanitary sewer and its appurtenant <br />structures between Vineyard Avenue and Nevada Court. A portion of this sewer line <br />will span the Arroyo and be attached to the east side of the existing bridge. <br />The payment of $7,000 to the Ohlone Preserve Conservation Bank for Red-legged <br />Frog habitat. <br />As mentioned, due to the technical nature of this project, staff is recommending <br />consultant services for construction management and specialty inspection. Staff has <br />used these types of services with success on other complex engineering projects <br />including the recently completed Vineyard Water Tank. Staff will work closely with the <br />consultant to ensure all City procedures and requirements are satisfied. In addition, the <br />City's Traffic Engineer will be involved in the approval of the traffic control plan <br />submitted by the contractor. In general, traffic will continue to be routed on the existing <br />bridge during construction and open for through traffic with one lane of traffic in each <br />direction (See Attachment 7). Project construction will last approximately 11 months. A <br />graphic of the bridge project site and mitigation site is included as Attachment 1. <br />Required Wetlands <br />In accordance with required permits, mitigations for wetland and riparian habitat will be <br />accomplished both on-site and off-site. On-site mitigation will be located in the Arroyo <br />Del Valle adjacent to the bridge, while the off-site mitigation area will be located at the <br />southwest corner of Valley Avenue and Laguna Creek Lane, adjacent to Mission Creek <br />on the Bernal Property. The use of the Bernal property for wetland and riparian <br />mitigation is compatible with the Bernal Property Specific Plan, which designates this <br />area as agricultural. Per the Specific Plan, agricultural uses were anticipated to provide <br />"hands-on" lessons in the natural sciences and ecology and to provide for a living <br />classroom experience. The created wetland and riparian habitat will foster these <br />learning activities as stated in the Specific Plan. The mitigation site was brought to the <br />Parks and Recreation Commission on June 12, 2008, for its review and concurrence <br />that the proposed mitigation site is in conformance with the Bernal Property Specific <br />Plan. On the City Council's agenda for June 17, 2008, under a separate staff report, <br />City Council will be asked to find the mitigation site in conformance with the Bernal <br />Property Specific Plan. <br />Page 3 of 5 <br />
