6. Authorize the transfer of $525,000 from CIP No. 995066 (Dublin Canyon Rd. <br />Bridge Replacement) and the transfer of $414,276 from CIP No. 025023 <br />(Dougherty Valley Mitigation Reserve) to CIP No. 995067, Bernal Avenue Bridge <br />& Bernal Avenue Street Widening. <br />7. Approve the creation of wetland and riparian mitigation sites in the Arroyo del <br />Valle and at the Bernal property adjacent to Mission Creek. <br />FINANCIAL STATEMENT <br />The project will result in additional mitigation maintenance and monitoring costs required <br />as part of the project's environmental permit conditions of approval. This work will occur <br />for approximately ten years after completion of the bridge and will cost approximately <br />$250,000. The current Capital Improvement Program (CIP) includes $289,087 in FY <br />2009-10 for these services. Future years will see a nominal increase in operations and <br />maintenance costs due to increased pavement and landscaped areas for future <br />maintenance. <br />BACKGROUND <br />The City's Capital Improvement Program has included four projects related to improving <br />the Bernal Avenue and Vineyard Avenue traffic movements. Included is the <br />construction of the Bernal bridge, (CIP No. 995067), widening of Bernal Avenue from <br />Vineyard Avenue to Arroyo Del Valle (CIP No. 005029), the installation of a new traffic <br />signal at the Bernal Avenue and Vineyard Avenue intersection (CIP No. 025018), and <br />the partial construction of the Vineyard Avenue /Arroyo del Valle Sewer Addition, Phase <br />I (CIP No. 902028). As part of the current CIP, these four projects were combined into <br />one project as a way of improving project and construction efficiencies. <br />While the initial project schedule anticipated project completion around 2003, project <br />construction and final design was postponed while staff worked to identify suitable <br />wetland and riparian mitigation areas as required by the Army Corps of Engineers, <br />Department of Fish and Game, and the Regional Water Quality Control Board. All <br />design and regulatory matters have now been addressed and staff is recommending <br />moving forward with project completion. A summary of project related work completed <br />to-date includes the following: <br />. Purchase and demolition of the property at 3421 Vineyard Avenue (Cedoline <br />property) to accommodate the bridge and roadway widening. <br />Installation of an interim traffic signal at the Bernal Avenue/ Vineyard Avenue <br />intersection, and construction of a partial roadway widening on Bernal Avenue just <br />south of the Arroyo Del Valle. <br />Interim modifications to improve traffic movement at the Bernal Avenue and <br />Vineyard Avenue intersection and on Vineyard Avenue including the installation of <br />traffic mast arms and signal heads, installation of median curbing, and widening of <br />Vineyard Avenue. <br />. Sanitary sewer improvements included the installation of 18" sanitary sewer lines <br />and appurtenant structures in Bernal Avenue through the Vineyard and Bernal <br />Avenue intersection in advance of repaving the roadway intersection. <br />Page2of5 <br />
