Plans and specifications for the wetland and habitat work have been prepared and <br />designed to meet the current regulatory requirements, and permits from the Army Corps <br />of Engineers, Department of Fish and Game, and Regional Water Quality Control Board <br />are expected in the coming weeks. <br />DISCUSSION <br />Bids <br />Sealed bids for this project were opened on May 14, 2007. There were six (6) bids <br />received, ranging from the low bid amount of $3,917,373.85 to $4,749,757.25, as <br />compared to the engineer's estimate of $4,343,310 for the project. (See Attachment 3 <br />for Bid Summary.) <br />The low bid of $3,917,373.85 was received from Gordon N. Ball Inc. of Alamo, <br />California. Past work performed by Gordon N. Ball Inc. was verified to be satisfactory. <br />Therefore, staff recommends award of the construction contract (Attachment 5) to the <br />lowest responsible bidder, Gordon N. Ball Inc. <br />Budget <br />A summary of the project budget is presented in Attachment 4 to this report. As <br />indicated in that attachment, to date a total of $6,280,513 has been approved for this <br />project. Of this amount, a total of $2,652,295 has already been expended on related <br />construction project costs which resulted in a current project funding balance of <br />$3,628,218. With a construction budget estimated at $4,856,094, there is a current <br />funding shortfall of $1,227,876. <br />To address the funding shortfall staff is recommending a transfer of $525,000 from CIP <br />No. 995066 (Dublin Canyon Bridge) and $414,276 from CIP No. 025023 (Dougherty <br />Valley Mitigation Reserve). In addition, the portion of this project related to the Del <br />Valle/Nevada Street Sewer Improvements is estimated at $288,600 and as a result, a <br />like amount will be transferred from this sewer CIP project (No. 902028) to cover the <br />exact amount expended on sewer improvements. <br />Staff recommends that the construction contingency percentage for this project be set at <br />a value of 15%, rather than the more common 10%, due to problems experienced on <br />similar past projects where soils conditions may vary over the project site and where <br />other unknown sub-surface conditions may exist in the Arroyo. <br />CONSULTANT SELECTION <br />Because of the specialized construction management services and specialty inspection <br />services required for construction of the Bernal Bridge project, retention of a consulting <br />firm is necessary. In 2002, using the City's consultant database and responding to <br />letters of interest submitted by consultants, a total of nine firms were invited to submit <br />proposals. Three firms responded with proposals and were invited to an interview. Of <br />the three firms interviewed, S&C Engineers, Inc. was determined to be the most <br />qualified by the interview panel.
