BACKGROUND <br />The City's formal involvement in economic development began when the City Council <br />formed the Economic Development Advisory Committee (EDAC) in 1992 (Resolution <br />No. 92-230). The first members were subsequently appointed in 1993 (Resolution No. <br />93-111); that resolution also clarified the committee's role and scope. <br />Since then, the City Council has revised the committee's operating procedures to clarify <br />some administrative details such as calling of special meetings, replacement of <br />members, and the selection of officers. Notably, on December 9, 1997 (Resolution 97- <br />142) the City Council changed the name of the committee to Economic Vitality <br />Committee. <br />Subsequent action by the City Council (Resolution Nos. 98-47 and 03-153) have <br />modified the membership categories and addressed the number of appointees to each <br />membership category. <br />DISCUSSION <br />The primary mission of the EVC is to assess the current and ongoing business climate, <br />to offer suggestions, and submit recommendations to the City Council intended to <br />maintain a strong and diverse economic base in Pleasanton. The scope of the EVC <br />membership categories has always been to include input from key industry sectors for <br />recommendations that are advanced for the Council's consideration. <br />Adjustments to the EVC membership categories have been made in the past to ensure <br />input from the different business segments. For example, in 1997 the categories of <br />software, biomedical and telecommunications were added; and in 2003, commercial <br />service, professional service, infrastructure and business park were added. <br />The EVC has again determined that it would be helpful to add and amend categories to <br />align the EVC representation with the current array of business sectors in Pleasanton. <br />Specifically, the residential and commercial real estate categories are to be expanded to <br />include a position for both a sales/leasing agent and a developer; the <br />telecommunications and software categories would be combined and expanded into an <br />information technology category; the biomedical category are to be separated into <br />medical technology and medical services; and business at large and community based <br />organization categories would be added. <br />In some instances, the category has been broadened to allow additional opportunity for <br />participation. For example, the financial institution category is to be changed to financial <br />services so as to include all type of financially-focused companies, not just banks. As <br />well, changing the environmental community category to the environmental industry <br />category would include businesses that provide goods and services deemed to be <br />environmentally-related. By amending the retail business/center category to a retail or <br />entertainment center will better reflect the goal of `Strengthening Pleasanton's Retail <br />and Entertainment Sector' as noted in the City's Economic Development Strategic Plan. <br />Page 2 of 5 <br />
