Commissioner Dibiase's other comments included: 1) a water feature in the park; 2) supporting the ice <br />facility; 3) majority of email responses received are in favor of the ice facility; and 4) agreement with <br />Commissioner Kinzer regarding funding of the park. <br />Commissioner Pentin felt that inclusion of the ice facility would bring something different to Pleasanton, <br />and likes the idea of bringing in people from other areas. He had concerns about the detention basin, and <br />questioned what kinds of things could be incorporated into this area. Agreed with other comments about <br />the need for an additional restroom facility, and thought that two (2) water features would be great, one (1) <br />in the tot lot and another as an art piece. Commissioner Pentin felt that funding of the project was <br />something to be negotiated by the City Council with the Sharks representative. , ~~a ~~~°~ ~°+ ~°~~°+'~~~R <br />*~-' ~' '' 'a'' a °''°••+. (Correction from May 8, 2008 meeting.) <br />Commissioner Ellgas also supported inclusion of the ice rink, a second restroom, and two (2) water <br />elements. She was happy with the proposed design. <br />Chairperson Kummer also liked the proposed plan, appreciated very much the process that has taken <br />place, and thanked the sports groups for graciously stepping aside from this project. He agreed with the <br />need for a second restroom, had concerns about the detention basin and possible uses for the area, and felt <br />that the Sharks would be a good neighbor to the City. <br />A motion was made by Commissioner Pentin, seconded by Commissioner Dibiase, recommending the <br />proposed Master Plan for Staples Ranch Community Park be forwarded to the City Council for approval <br />with the inclusion of a second restroom facility, two (2) water elements (in the tot lot area and as an art <br />piece), that the Sharks organization fund the park improvements, that construction of the ice facility be <br />concurrent with park improvements, and that additional information be acquired regarding actual <br />design/uses for the detention basin area. <br />ROLL CALL VOTE: <br />AYES: Commissioners Dibiase, Ellgas, Kinzer, Pentin, and Chairperson Kummer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br />A second break was taken from 10:10 -10:15 p.m. <br />B. Discussion Regarding the Kottinger Place Redevelopment Conceptual Site Plan <br />Mr. Steve Bocian noted that in November 2003, the City Council authorized staff to begin studying the <br />potential replacement, expansion and/or renovation of Kottinger Place, the 50-unit affordable senior <br />facility owned by the City of Pleasanton Housing Authority. <br />To assist with the project, the City Council entered into an agreement with Christian Church Homes <br />(CCH) to coordinate the pedevelopment process. CCH has prepared several conceptual site plans which <br />address project needs. In October 2007, the Parks and Recreation Commission reviewed the preferred <br />development scenario and provided comments. Based on these comments, CCH prepared three (3) draft <br />site plans that attempt to address the Task Force, public, and Commission comments.
